In practice, each year the banks will offer their customers who hold an LDDS to make one or more donations, from the sums appearing in their passbook, to structures of the social and solidarity economy.

The latter concern in particular associations, foundations, mutual societies, cooperatives and even certain commercial companies.

Banks will have to present a list of at least ten beneficiaries.

These, chosen by the bank, must either belong to the national list of social and solidarity economy enterprises, or be a solidarity financing organization.

In addition, the minimum share of resources collected by banks on livrets A and LDDS must henceforth be allocated to financing the social and solidarity economy has been set at 5%.

This mechanism guarantees that at least nine billion euros will be earmarked in a sustainable manner towards the bank financing of this type of activity.

With this mechanism, the government intends to better develop the financing of the social and solidarity economy, by soliciting savings from the French and by promoting the sector, its actions and its players, via banking networks.

Donations from the LDDS were enshrined in law in 2016, but never implemented since.
