At the same time, we will crack down on illegal transportation and storage of loose coal.
According to the "Plan", the control period will end on April 20, 2023. The key areas of governance include the built-up areas of the city, the built-up areas where the county people's government is located, and industrial parks outside the built-up areas, as well as the "village in the city" and rural areas for the management of scattered coal. Listed as a reformed area.
The sale of loose coal is completely prohibited.
It is forbidden to sell bulk coal in the burn-prohibited zone; the market entities that have obtained coal business qualifications outside the burn-prohibited zone are prohibited from selling bulk coal to the burn-prohibited zone, and the Harbin Municipal People’s Government on the Designation of High Pollution "Notice on Fuel Prohibition Zones and Related Matters" (Harbin Zhenggui [2017] No. 44), which issued leaflets to buyers to inform that the burning of bulk coal is prohibited in the prohibition zone.
The district and county market supervision and management departments will intensify supervision and strictly investigate and deal with units and individuals that illegally sell bulk coal.
Severely crack down on illegal transportation and storage of loose coal.
Except for the coal used by key enterprises as raw materials, the storage and transportation of bulk coal is prohibited in the burn-prohibited zone.
Vehicles transporting bulk coal in violation of regulations shall be dealt with by the district and county transportation management departments in accordance with the law; for units and individuals that illegally store bulk coal or provide sites for bulk coal business households, relevant departments of the district and county governments shall be investigated and dealt with in accordance with their duties.
Strictly control business entities.
It is forbidden to issue business licenses for the operation of high-polluting fuels in burn-prohibited areas, and registration of coal business market entities outside the burn-prohibited areas in accordance with laws and regulations; inform registered coal business entities to change their business scope to “no high-polluting fuels”.
Strengthen coal quality testing.
Strictly follow the relevant provisions of the "Harbin Coal Quality Standards" published by the Harbin Bureau of Industry and Information Technology, and strengthen the coal quality sampling inspections in the sales links outside the no-burning zone.
Those that fail to meet the quality standards after inspection shall be dealt with by the district/county (city) market supervision bureau according to law.
