The Russian government will allocate another 2.58 billion rubles for payments to families with a third child.

The corresponding order on Tuesday, September 22, was signed by the country's Prime Minister Mikhail Mishustin.

Additional funds will go to 36 regions.

The authorities took this decision due to the increase in the number of beneficiaries.

“In general, in 2020, 50.16 billion rubles will be allocated for these payments.

It is this amount of funding that will allow the regions to fulfill their obligations to large families in need of social support, ”reads the message on the website of the Cabinet.

Families receive a monthly allowance until the child is three years old.

In this case, the payment applies not only to the third, but also to subsequent children.

The amount of financial assistance depends on the subsistence level and, on average, according to data for 2019, is 10.4 thousand rubles.

According to the Ministry of Labor, today such payments are received by 517 thousand Russian families.

The actions of the authorities should support the population during the economic recovery from the consequences of the coronavirus pandemic.

Pavel Sigal, vice president of the all-Russian organization of small and medium-sized businesses "Support of Russia", told RT in an interview with RT.

“When a third child appears in any family, expenses increase, so the financial assistance from the state comes in handy.

And against the backdrop of the consequences of the pandemic, when part of the population was forced to cut their family budget, benefits became key.

This is especially true for families with low incomes who need support for a longer period, ”the expert explained.

Recall that in early September, the authorities allocated an additional 34.3 billion rubles for payments to Russians with children from three to seven years old.

The assignment of benefits began on June 1 for a period of one year at once.

Earlier, 136.4 billion rubles have already been transferred from the budgets of all levels for these purposes.

In accordance with the established procedure, the amount of payments is 50% of the regional subsistence minimum for children.

Depending on the region, this amount is approximately 5.5 thousand rubles per child per month, the government explained.

However, already from 2021, the amount of payments will be doubled and will amount to 11 thousand rubles.

State Duma deputy Svetlana Bessarab spoke about this in an interview with RT.

“The increase in the amount of the benefit looks fair and will help parents provide their children with everything they need.

Moreover, direct payments for children from three to 16 years old in the amount of 10 thousand rubles also became a good help for Russian families and allowed them to get their children to school, ”the deputy believes.

Demographic incentive

As Svetlana Bessarab believes, measures to support citizens with children not only help vulnerable categories of the population, but are an effective way to preserve the birth rate in the country.

At the same time, an increase in the size of maternity capital also contributes to the improvement of the demographic situation in Russia, experts say.

Recall that in accordance with the instructions of Vladimir Putin, the program was expanded at the beginning of 2020.

So, from January 1, families received the right to receive 466 thousand rubles upon the appearance of their first child, and payments for the birth or adoption of a second child were increased to 616 thousand rubles.

Note that at the birth of a third child, the state extinguishes a part of the mortgage loan for the family in the amount of 450 thousand rubles.

Thus, after the expansion of the maternity capital program, families with three children were able to allocate over 1 million rubles to solve the housing problem.

“This type of assistance was recognized as successful not only in Russia, but also abroad.

Now the possibilities of capital are such that they allow parents to solve many issues: purchasing housing, closing a mortgage loan, purchasing vehicles and teaching children.

At the same time, these funds still remain in the country and stimulate consumer demand, which has a positive effect on the economy as a whole, ”noted Pavel Sigal.

It is noteworthy that the comprehensive state support for families can have a positive impact on the Russian labor market, experts say.

As a reminder, back in March 2020, the unemployment rate in the country was about 4.7%.

However, as a result of the consequences of COVID-19 at the end of August, the figure rose to 6.4%.

This is evidenced by Rosstat data.

As Svetlana Bessarab explained, payments to a certain extent minimize the process of employees leaving for shadow employment and will reduce unemployment.

“During the pandemic, the pandemic and under the conditions of strict quarantine measures, a large number of citizens were forced to go part-time and receive lower wages.

If there were no various benefits, including payments to the unemployed in the amount of 3 thousand rubles for each child, then some employees would be forced to go to the shadow sector of the economy or agree to seasonal employment.

As a result, the labor market, which has already suffered significant losses due to COVID-19, would have lost part of the workforce.

Such a state of affairs would slow down the restoration of employment in the country, ”concluded Svetlana Bessarab.
