  Mr. Tan, who works in an e-commerce company in Pudong, Shanghai, found a house through a housing agency in June this year. The agency said: The rental house is a housing trustee company called Lanyue.

The tenant Mr. Tan said that Lanyue Company can come up with the landlord’s entrustment agreement, including the house relocation agreement, etc., so it looks like a regular company. Considering the one-time payment, there will be a certain discount.

As a result, Mr. Tan rented the suite at an annual price of 4,100 yuan per month, paying a total of more than 50,000 yuan.

However, Mr. Ye, the landlord of this suite, received completely different information.

  Landlord Mr. Ye: At the time they said that my house was rented to others for 5,000 yuan a month for 12 months.

Rent to Lanyue Company, 5500 yuan per month, 11 months.

  After receiving the rent for two months, Mr. Ye, the landlord, suddenly received a message from the salesperson of the Lanyue Company stating that the company had closed down and could not pay the remaining rent.

When Mr. Ye contacted the other party, he could not be reached.

The remaining rent of the tenant Mr. Tan is even more desperate.

The tenants Mr. Hu and the landlord, Mrs. Zhang, also had the same experience.

  Landlord Ms. Zhang: Because the one I rented out was 7,100 per month, Lanyue Company also gave me a symbolic increase, which is 7,150 yuan a month.

  In fact, when Mr. Hu, the tenant, took a fancy to this apartment, Lanyue Company stated that the rent was only RMB 5,500 per month. Mr. Hu once asked why the rent was lower than the surrounding area. The company's salesperson said that they could make up the difference and make money.

After paying a lump-sum rent of more than 70,000 yuan, only three months later, Mr. Hu learned of the company's bankruptcy and found that his rent had been taken away.

The company involved in the lack of qualification changes frequently suspected of crimes

  The registration information of Lanyue Company shows that, in fact, its business scope is only real estate consulting and real estate marketing planning. It does not have the qualifications to engage in real estate brokerage, nor does it have any qualifications to engage in financial business.

  The reporter's investigation found that since the establishment of the Lanyue company in December last year, in just six months, five important personnel positions such as legal representative, company supervisor and investor have been changed.

  In order to regulate the development of the housing rental market, starting today, the "House Rental Regulations" formally solicit opinions from the public.

In response to the suspected illegal business activities of housing leasing companies mentioned in the report, the "Regulations" clarify that housing leasing companies have to pay landlords higher rents than rents collected by tenants; the cycle of collecting rents from tenants is longer than the cycle of paying rents to landlords, etc. For high-risk business activities, the real estate management department shall include them in the list of abnormal business operations, and strengthen the supervision of operating conditions such as rent and use of deposits.

  In addition, the "Regulations" also clarified the legal responsibilities of lessors, lessees, leasing companies, real estate agencies, and brokers for violations of laws and regulations.
