(2020 Service Trade Fair) Observation of Service Trade Fair: How can small and medium-sized enterprises with a large number of shares develop their global sourcing market?

China News Service, Beijing, September 8 (Luo Haibing) The Chinese government has been actively constructing an open and transparent public procurement system and has worked hard to integrate into international public procurement as an important part of international trade.

"Chinese companies are very enthusiastic about participating in the international public procurement market, but due to reasons such as unfamiliarity with public procurement rules, language barriers, and low degree of professionalism in bidding, there are still small shares, few winning bids, and a single category of winning bids in actual procurement. , Regional development imbalance and other issues.” Zhang Shaogang, vice chairman of the China Council for the Promotion of International Trade, said at the Global Procurement and Digital Trade Innovation Integration Summit Forum held during the 2020 Service Trade Fair.

He cited United Nations procurement as an example.

As the world's largest international organization and the largest economic and technological exchange platform, the United Nations' global procurement in 2019 reached 20 billion U.S. dollars.

Most UN member states also use the UN-registered supplier list when making government procurement, and the resulting trade opportunities can reach hundreds of billions of dollars.

At present, the purchase amount of international procurement organizations in the world exceeds 600 billion US dollars.

The number of registered UN basic-level Chinese suppliers has exceeded 7,000, ranking second in the world, but the share of Chinese companies in the direct procurement of the UN system is only 1.14%.

How to help companies better participate in the international public procurement market, Zhang Shaogang puts forward three suggestions:

One is to increase publicity and promotion.

Continuously increase service supply, organize series of lectures, briefings and special trainings to help companies understand and master international public procurement rules, procedures and requirements for suppliers, guide companies to improve product quality and service standards, and enhance international market expansion capabilities and core competitiveness , Take the initiative to participate in international public procurement, better expand diversified markets, and achieve international operations.

The second is to strengthen the construction of the mechanism platform.

Through the combination of online and offline methods, various procurement briefings, trade matchmaking meetings and other conference forums are held to help companies conduct in-depth face-to-face exchanges with relevant international organizations and discuss cooperation.

The third is to create a good international environment.

Keep abreast of the procurement needs of the United Nations and other international organizations, and actively recommend qualified registered suppliers to create favorable conditions for related products and services to enter the United Nations and other public procurement markets.

Investigate the reasonable demands of enterprises through multiple channels and report them to relevant international organizations in a timely manner to promote the improvement of the transparency, openness and influence of international public procurement, and jointly expand the international public procurement market.

Chinese companies have broad prospects and huge potential in participating in international public procurement.

Zhang Shaogang said that participating in the huge market of international public procurement helps companies make full use of both domestic and international markets and resources, strengthen cooperation with countries, regions, and international organizations around the world, and better develop diversified international markets. Participate in international economic and technological competition and cooperation on a larger scale, higher level, and higher level.

At the 2020 Service Trade Fair, the China United Nations Procurement Promotion Association jointly released and launched a "one-stop" service platform for public procurement transactions to help international procurement "bring in" and Chinese services "go out".

"The combination of advanced technology and a strong Chinese supplier ecological chain will undoubtedly make Chinese suppliers a strong competitor in the United Nations procurement and contribute to the United Nations' more efficient and economical operations worldwide." Deputy Director of the United Nations Procurement Department Mitsui Kiyohiro said in a video speech at the meeting.
