  Where the lessor enters the leased house without the consent of the lessee and uses violence, threats or other illegal methods to force the lessee to vacate the leased house, which constitutes a violation of public security management, the public security organ shall impose public security management penalties in accordance with law.

  The draft for soliciting opinions clarifies that if natural persons sublet the number of housing units or the number of rooms reach the prescribed size and fail to register as a market entity, the market supervision and management department shall impose penalties in accordance with the law. If the real estate management department finds that the sublet of a natural person has reached the prescribed scale but has not gone through the registration of market entities, it shall promptly notify the market supervision and management department at the same level.
