Initially scheduled last week, but postponed to give priority to the start of the school year, the announcement of the recovery plan will take place this Thursday, after the Council of Ministers.

2019 target

The government's stated ambition is to return to an economic level similar to that before the crisis.

For this, 100 billion will be mobilized by 2022 around strong axes, according to the Prime Minister's office.

Employment

"The ultimate goal of this plan is immediate and lasting employment," we told Matignon.

Employment has been defined as the top priority by the government, which has decided to devote 15 billion euros directly to it.

A “Youth Plan” will be put in place to help the 750,000 new entrants to the labor market.

Aid for hiring, such as civic service or territorial volunteering, will be strengthened, and the government wants to create aid for sustainable integration into companies.

It will be done through a subsidy of 4,000 euros, paid to companies each quarter, for the hiring of a 26-year-old month-old on a fixed-term contract of three months to one year.

The “Youth Guarantee” scale should also be revised upwards.

In addition, training assistance should allow the creation of 200,000 additional places to train people in jobs in the ecological and digital transition, the health sectors and all the jobs concerned by the “France Relance” plan.

In the same way, the government would like to develop subsidized jobs in the commercial and non-commercial sectors.

The government is also announcing that it will continue to support employment by reinjecting 6.6 billion euros into the Long-term partial activity plan (APLD), which it considers a shield against unemployment.

One billion euros will also be invested in training and reorientation courses to develop unemployed people and help them find new opportunities.

Businesses

Businesses will not be left out in this recovery plan.

A tax cut of 10 billion euros per year will be concentrated on industry, on medium-sized businesses (250 to 4,999 employees, according to INSEE) and VSEs-SMEs, including a 50% reduction in the contribution on the added value of companies and property taxes on industrial buildings in particular.

3 billion will also be mobilized to strengthen the equity of companies, cut down by the crisis.

Competitiveness and innovation

The Covid-19 crisis and containment reinforced the idea that France needed innovation.

Thus, to strengthen the competitiveness of the French economy, the government wants to place the country at the forefront of technological innovation.

For this, the recovery plan includes an investment component of 1 billion euros, which will be placed on industrial investment projects (400 million) and relocation (600 million).

The latter mainly concerns the sectors of health, electronics, agrifood and industrial applications of 5G.

An additional 11 billion will be devoted to the future investment program over the next two years, for technological progress initiated by the State and aid for innovation.

The recovery plan will also include a section dedicated to accelerating the digital transition, of which 385 million euros will be used for very small and medium-sized enterprises, for which the shortages have sometimes penalized a lot during confinement.

For the same purpose, 1.6 billion euros will be allocated to the digitization of state and regional services.

Finally, 500 million euros will be used for the development of digital infrastructures, and in particular very high speed in all regions.

All these measures will be carried out by an interministerial committee headed by Bruno Le Maire, Minister of the Economy, and a monthly meeting chaired by Jean Castex will allow, if necessary, a reallocation of resources.
