  Pan Helin said that at present, there is relatively large policy space in special zones such as Hainan and Shenzhen, and they need to be further used to transform them into landed industries.

There is no end to the development of special economic zones. How can special economic zones become more "special" in the new era?

He gave three suggestions.

  One is to promote technological innovation.

The market cannot exchange core technologies, and money cannot buy core technologies, especially "stuck neck" technologies, which must rely on independent research and development and innovation.

The marginal effect of the economy is brought about by technological progress. If there is no technological innovation, no matter it is the development of the digital economy or other things, it will be difficult to have long-term motivation.

  The second is to carry out system innovation.

System is the most critical and scarce element, and there is no substitute.

Breaking through reform is not a blind slap on the head, but a scientific method.

For example, medical innovation has brought opportunities for the development of Hainan's industry, but if you can't grasp it and rush into it, it may cause some companies to register blindly and lack the endogenous motivation for development.

  In addition, Pan Helin believes that urban clusters should also be developed. For example, Shenzhen should lead the way in deepening regional reforms.
