Pedro Sánchez also chose Madrid's Casa de América in 2018 to gain muscle in the opening of the political course. Those were other times, yes. His first government was 100 days old and under the slogan We Advance , the president brought together important businessmen and representatives of civil society to put his strategy to rest. Then he spoke of feminism, the fight against climate change, Europeanism ... He put his chest out for having configured the first government in the world in number of women and promised redistribution of resources because its Executive was going to be eminently social.

From the front row, Ignacio Sánchez Galán (Iberdrola), José María Álvarez Pallete (Telefónica), Florentino Pérez (ACS), Maurici Lucena (Aena) or Luis Gallego (Iberia), among others , listened to him . In the second row, next to the representative of the self-employed , Lorenzo Amor , appeared the then president of Airef, José Luis Escrivá . At the ceremony there were numerous members of civil society, with popular characters like l os Javis or Concha Velasco , but they were not in the front row. Sánchez was looking for a specific photo.

And that is precisely what he wants to repeat today, although the world is no longer anywhere near as it was in 2018. A global pandemic later, the President of the Government sought in the House of America to reissue an image of harmony with the big businessmen who flatten some Budgets that it has not yet guaranteed and whose negotiation complicates its partner in the Government, United We Can.

For today's photo Sánchez has an important asset that he did not have in 2018: the aid from Brussels to distribute. The crisis has hit companies hard and Moncloa, which has intensified the channel of contacts this summer with the great swords of the Ibex, has promised them help if there is mutual collaboration.

Although Moncloa has not made the guest list public, today the chairs of the Casa de América will be seated with such relevant business faces as Ana Botín (Santander), José María Álvarez Pallete (Telefónica), Carlos Torres (BBVA) Ignacio Goirigolzarri (Bankia ), Ignacio Sánchez Galán (Iberdrola) ... And they do so in a key week for both the Government and the business interests themselves. Apart from the political negotiation on the Budgets - Sánchez and Pablo Casado will see each other two days after this photo - there are several key issues that will be negotiated this week.

On Tuesday , for example, a new meeting between the Executive, employers and unions is scheduled to address the future telework legislation. Differences between the parties persist, but significant progress has been made throughout the summer. Just a few weeks ago, the CEOE of Antonio Garamendi - he will also be at the Casa de América today - considered the Executive's approach "erratic and unbalanced", impossible to accept. Today the agreement is not, much less ruled out. Important discrepancies persist, such as the definition of telework itself [the Government wants companies to bear the expenses of those who do at least 20% of their working hours from home, that is, one day a week would be enough, and employers want to raise it to two days or, at least, up to 30%] or in what should be the temporary validity of the agreements that already regulate remote work, among other things. However, there is a desire for dialogue on all sides.

Another key event this week, and without a doubt the most important, will be Friday in Palma. There, the Government, unions and employers will hold a key summit to address the extension of the great sword of Damocles that hangs over the labor market, the protection of ERTE . The Executive is willing to take them beyond September 30, until the end of the year probably, but only for the most vulnerable sectors. Entrepreneurs, as they have warned the Executive in public and in private, need more. And there are the negotiations.

The agreement, like it arrived in June, is expected, although not imminent. The situation is so delicate that, according to sources close to the talks, the businessmen are proposing the league "match by match."

They start from an important show of force. The historic business summit that the president of CEOE, Antonio Garamendi, and the president of Inditex, Pablo Isla, organized in June, in which the great business faces of the country paraded for ten days in a row and in which they loudly and clearly demanded the Government legal certainty, avoiding unnecessary tax increases and public aid that guarantee the survival of the business fabric and therefore employment.

The Prime Minister seems to have taken note of the message. And this has been made known to the leadership of large companies, in the fluid contacts that have been maintained since then. Before the summer he convinced them of the importance of showing unity to send a strong message to Brussels in the face of the tough negotiation of the recovery fund and now he asks them to maintain the climate of collaboration to try to unblock the approval of some Budgets for the reconstruction of the country that are complicated craving.

For that photo of business harmony that serves to pressure the PP and put Podemos in its place, the Executive plays with the important trump card of the distribution of European aid [it is creating a specific office to study business proposals susceptible to receive funds], the ambitious digitization plan of 140,000 million announced in July, with 20,000 million public to distribute in three years, and with an additional promise: to lift the foot of the accelerator of the fiscal increase agreed with Podemos.

The Vice President of Economic Affairs, Nadia Calviño , has already made progress in public, and sources in the Executive confirm this, that the structural tax increases will have to wait. Neither the rise in Societies nor that of personal income tax for the highest incomes will be launched in these Budgets, if not when the economy is more recovered. Neither the announced green taxes, such as the diesel tax or airline tickets, are no longer urgent for Economic Affairs. The Google and Tobin rates , which have already started their parliamentary proceedings, will initially continue their journey in the Courts. The promise of a tax truce has already raised blisters in Podemos. The formation of Pablo Iglesias reminds that it is a signed Government agreement and must be respected.

The other thorny issue that worries employers is labor reform. A few months ago they saw how the PSOE agreed its entire repeal with EH Bildu to everyone's astonishment, and how it immediately amended itself. Moncloa has also wanted to reassure employers in this regard and has promised to bring legal security to the labor market.

Today's appointment with Sánchez has the motto Spain can. Recovery, Transformation, Resilience and the president is expected to appeal "to the unity of all in the fight against the pandemic, the unity of the country to carry out the great transformations that Spain needs, as well as the institutional unity to strengthen the institutions of the State ».
