The Mohammed Bin Rashid Establishment for Small and Medium Enterprises Development, one of the Dubai economic institutions, continued to develop and expand the department of "starting licenses", by licensing the foodstuff sector within the sectors covered by the license, by allowing 19 activities to be practiced within the foodstuff trade, and 7 other activities within the preparation of Food.
The Foundation also provided, according to a statement issued by it yesterday, the possibility of issuing an establishment card for owners of launch licenses and for all activities, not just food, including work visas for three employees only.

Citizens and Residents
The Executive Director of the Mohammed Bin Rashid Establishment for Small and Medium Enterprises Development, Abdul Basit Al-Janahi, confirmed that the "launch licenses" were designed specifically for citizens of the UAE and the countries of the Gulf Cooperation Council, specifically those residing in the Emirate of Dubai, in order to help them start their first steps towards entering the business world. Through simple projects in various fields, indicating that the Foundation continues its efforts in support of Emirati entrepreneurs, and the expansion of the activities of starting licenses aims to support and support the successful and effective presence of the citizens of the Gulf Cooperation Council countries, in various business sectors, by providing a working mechanism that enhances opportunities Success for these entrepreneurs.

"Launch licenses" are granted for home projects in Dubai, 100% owned by citizens of the state or the countries of the Gulf Cooperation Council. To date, there are more than 1,700 active licenses under the "Intilaq" program in Dubai. Activities permitted within the program include: counseling and training; Fashion and apparel design; Interior Design; Real estate brokerage; Organizing parties and entertainment events, advertising, and others, noting that the applicant cannot have more than two starting licenses.

Listed Activities
The list of activities included under the category of food preparation included 7 activities, as follows: preparing sweets and candies, preparing and preparing pies and pastries, preparing sweets and popular sweets, selling snacks, selling sandwiches, preparing juice, and selling ice cream.
While the list of foodstuff trade activities included 19 activities, namely: dates trade, food and beverages trade, baby food trade, snack food trade, dairy and its products trade, sugar trade, tea trade, coffee trade, canned and preserved food trade, trade Nuts, salt trade, mineral water trade, refreshment trade, juice trade, ice trade, spices and spices trade, bread and bakery products trade, sweets and chocolate trade, honey trade and bee supplies.

With regard to the requirements related to food preparation activities, the Corporation indicated that it is required that the place designated for practicing the activity in the license (kitchen) be outside the house or villa, and has an external entrance. It is also required to adhere to the activity mentioned in the license only, and it is not permitted to conduct any work outside the scope of the activity granted to the license holder, in addition to the obligation to set work dates, during which the customer is obligated to open the outside door to the kitchen. Authorized employees of the Mohammed bin Rashid Establishment for Small and Medium Enterprises Development, Dubai Economy, or Dubai Municipality have the right to enter the project site to inspect it, view any documents or records they require, make notes, and give instructions about the way of working and performance in general.

Engaging in activities
As I explained that the permissible period for practicing foodstuff activities for a starting license is only five years from the date of issuance of the license, provided that the license is renewed annually. Therefore, a starting license must be converted to a commercial license after the lapse of five years from the date of issuance of the license.

On the other hand, the corporation confirmed that the most prominent requirements related to food trade activities are that the actual activity in the home is a "management office only", for example, for importing and distributing such food, provided that this is recorded in the license, and no activity (storage or return) may be practiced. In the event of importing food products, the Corporation pointed out that the following must be observed: Ensure that all food products are registered before importing them in the federal "Zad" system, provide a warehouse for postponed inspection, and establish a financial guarantee of 15,000 thousand dirhams when using the food import and export system ( FIRS).
