Shenzhen Park of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone focuses on the construction of an international open innovation center
Science and Technology Daily (Reporter Liu Chuanshu) Recently, the Information Office of the Shenzhen Municipal Government held a policy briefing, focusing on the "Several Opinions of the Shenzhen Municipal People’s Government on Supporting the Construction of an International Open Innovation Center in Shenzhen Park, Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone" (hereinafter referred to as "Several Opinions") the relevant situation.
The Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone is located in the southern part of Futian District, Shenzhen, which borders Hong Kong, including the Hong Kong Park on the southern side of Shenzhen's Henan and the Shenzhen Park on the northern side of Shenzhen's Hebei. The "Several Opinions" issued this time focus on the development of Shenzhen Park, the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone.
At the briefing, Zeng Jianpeng, deputy director of the Shenzhen Municipal Development and Reform Commission, introduced that the "Several Opinions" mainly included five aspects.
One is to build a policy environment conducive to technological innovation. One of the important missions of Shenzhen Park is to comprehensively learn from Hong Kong's excellent and efficient system in scientific research management, actively connect with international rules, and promote the overall scientific research efficiency of the Guangdong-Hong Kong-Macao Greater Bay Area through demonstration.
The second is to build a comprehensive national science center open innovation pilot zone. The central government has made it clear that Shenzhen is the main position to build a comprehensive national science center. The Shenzhen Park will play an important role in internationalization and marketization. The "Several Opinions" clarify that the Shenzhen Park will focus on the fields of information, life, materials science and technology, and cooperate to introduce a group of Hong Kong, Macao and international basic and applied basic research institutions, settle in a group of national manufacturing, technology and industrial innovation centers, and focus on Shenzhen-Hong Kong advantage industries such as integrated circuits, 5G communications, big data and artificial intelligence, biomedicine, new materials, etc., will cooperate in the development of core technology research and pilot test support programs to jointly build a world-class scientific and technological innovation service system.
The third is to build a flexible and efficient financial support system. The "Several Opinions" put forward a separate list of special funds for the Shenzhen Park to increase support for Hong Kong, Macao and international scientific research projects; to play the role of the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone Development Co., Ltd. as the main body in the overall planning and implementation of the Shenzhen Park, focus on market-oriented operations, and promote changes. More social capital participates in the development and construction of Shenzhen Park and scientific research cooperation.
The fourth is to strengthen space guarantee and infrastructure construction. The land area of Shenzhen Park is only 3 square kilometers, and it is currently dominated by highly built-up areas, which does not occupy an advantage in space resources. To this end, the "Several Opinions" clearly insist on the principle of "spatial priority to ensure scientific research needs", strengthen the guarantee of spatial planning in Shenzhen Park, study and formulate special policies for urban renewal and land consolidation, and release more scientific research space.
Fifth, focus on the coordinated development of Shenzhen Park and Hong Kong Park. The cooperation zone is "one zone and two parks", and the two parks are planned, constructed and developed in coordination. The service of the Shenzhen park and the supporting Hong Kong park are the basic principles.
