  Core reading

A few days ago, the State Administration of Market Supervision and other eight departments jointly issued the "Guiding Opinions on Strengthening the Standardization of Express Delivery Green Packaging", proposing that by the end of 2022, a comprehensive, focused and reasonably structured express delivery green packaging standard system should be basically established.

In recent years, the green packaging of my country's express delivery industry has continued to advance. In Jiangsu, delivery companies promote recyclable turnover boxes in accordance with the "Green Packaging Standards for Mail and Express Mail"; in Hunan, there are already packaging waste recycling devices in some places. At present, the principles of greening, reduction and recyclability are accelerating the implementation of the express delivery industry.

The electronic waybill has basically achieved full coverage, the e-commerce express no longer has a secondary packaging rate of 67%, the application rate of recyclable transit bags has reached 85.46%, and the packaging rate of "slim tape" below 45 mm has reached 90.7%...... This is as of June this year On the 30th, new progress was made in the green work of China's express delivery industry.

"With the formulation and promulgation of standards such as "Green Product Evaluation Express Packaging Supplies", "Express Air Transport Information Exchange Specifications", in recent years, the main standard system in the field of express green packaging has been initially established." Zhu, Dean of Qingdao Research Institute, Beijing Institute of Graphic Communication Lei said.

Since the beginning of this year, the national express delivery industry has further improved the standardization of green packaging, implemented strict and effective institutional constraints, and promoted the industry to achieve green and high-quality development. The reporter recently conducted interviews on the standardization of express green packaging in Jiangsu, Hunan and other places.

Promote recyclable turnover boxes and encourage consumers to use them in various ways

At a delivery point in Qixia District, Nanjing, neatly stacked yellow plastic boxes are very eye-catching. This is the innovative result of Suning Logistics' implementation of green express delivery in 2017-shared express boxes, that is, recyclable boxes are used instead of paper packaging boxes.

“I delivered about 120 orders every day last month, and more than 10 orders were delivered with shared express boxes.” Courier Liu Chao told reporters that most of the shared express boxes delivered electronic products, daily necessities, etc. According to the type, shape and customer needs of the goods, the courier points will use shared courier boxes of different sizes.

In June of this year, the State Post Bureau issued the "Green Packaging Specifications for Express Mail" to encourage delivery companies to use recyclable packaging, build and use recycling packaging information systems and recycling facilities. "The company develops new circular packaging products every year." Liu Chao introduced that the current shared express box is already version 2.0. Compared with version 1.0, the new version of the shared express box is characterized by: foldable and more adaptable to the size of the product; material It is more portable and harmless; the box is no longer sealed with tape.

There are two main ways to recycle shared express boxes: if the courier and the consumer face-to-face, the shared express box will be brought back to the site by the courier; if the consumer chooses to sign at the pick-up point or collection point, the courier box will be picked up by the self-pickup point Transfer it to the courier for recycling.

There are also difficulties in the promotion of shared express boxes. Ling Yunfei, deputy dean of Suning Logistics Research Institute, introduced that, for example, the shared express boxes have not yet realized the cross-city cycle; and the cost is high, and the initial investment of delivery companies is relatively large.

In order to get through the "last mile" of green packaging, Suning Logistics has made some attempts, such as continuously improving the material, structure and sealing method of shared express boxes to make packaging more flexible and lighter. In addition, the back-end system of Suning Logistics will recommend shared courier boxes to consumers who have recycling devices and self-pickup points within 500 meters based on the address information.

The "Code for Green Packaging of Mail Express" requires that a recyclable packaging sharing platform be established, the sharing mechanism is improved, and the application scope of recyclable packaging is gradually expanded. "To promote green packaging, the country has requirements, and companies should implement them." Ling Yunfei introduced that Suning Logistics is exploring ways to use courier boxes shared across regions and trying to cooperate with other shipping companies.

Increased packaging waste recycling devices, and express packaging recycled multiple times

The "9792 Project" implemented by the State Post Bureau, that is, by the end of 2020, strive to achieve 90% of the packaging ratio of "slim tape", e-commerce express mail no longer has a secondary packaging rate of 70%, and a recycling transfer bag utilization rate of 90%, adding 2 Ten thousand postal express outlets with standard packaging waste recycling devices. The reporter learned that as of now, there are 578 express delivery outlets in Loudi, Hunan, of which 207 are equipped with packaging waste recycling devices.

"I'll take the fan and leave the courier box for you!" On the morning of August 8, Liang Xiaoyan, a citizen of Loudi, came to a China Post Investment Department branch at the west gate of the Zaoyuan Market to pick up the package.

Carefully cut the tape, took out the electric fan, and tore off the personal information on the express delivery slip. She folded the cardboard boxes into pieces and put them into the recycling device in front of the outlets.

Seeing the newly added express packaging recycling boxes at the outlets, Liang Xiaoyan thought it was a good idea, "Leave the cartons at the outlets, and they will soon come in handy. When I need to send the express, I can also use the cartons left by others. ."

At this outlet, the reporter saw that the recycling bins are more than 1 meter high and have a large capacity. They are divided into paper product recycling and plastic filler recycling.

“Under the condition of not exceeding the load and reasonable use, a new carton can be used at least three or four times.” Chen Shihua, deputy general manager of China Post Express Logistics Co., Ltd. Loudi Branch, told reporters. In recent years, the express delivery industry has accelerated the implementation of green express packaging standardization. Loudi City Branch attaches great importance to it, "In addition to profitability, environmental protection is also the content of performance evaluation. If every carton is used to the extreme, waste can be greatly reduced." Chen Shihua said.

"At present, except for outbound express delivery services, special cartons must be used. In other cases, we will select cartons and fillers in the recycling device for customers to use. Customers do not need to spend more money on packaging." Liu Yao, head of an express outlet in Loudi City Have to say.

Improve the standard system and increase the supply of green packaging

A few days ago, eight departments including the State Administration for Market Regulation, the Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Commerce, and the State Post Bureau jointly issued the "Guiding Opinions on Strengthening the Standardization of Express Green Packaging" (Hereinafter referred to as the "Guiding Opinions"), it is proposed to formulate and implement mandatory national standards for the harmlessness of express packaging materials by the end of 2022, and basically establish a comprehensive, focused, and rationally structured express green packaging standard system.

According to the "Guiding Opinions", relevant departments will continue to improve the express delivery green packaging standard system covering the entire cycle of design, material, production, use, evaluation, recycling, and disposal, and use standards to help green express packaging.

Zhu Lei believes that at present, the express delivery industry has initially formed a standard system covering packaging materials, testing, inspection, and certification. The introduction of the "Guiding Opinions" has accelerated the standardization process of express green packaging.

In recent years, under the guidance of the State Post Bureau, major brand delivery companies have fully implemented the requirements for greening, reduction and recyclability in accordance with national standards. According to national standards such as "Green Product Evaluation for Express Packaging Supplies", the quantity of raw materials for express envelopes has been reduced from 250 grams and 300 grams per square meter of the old national standard to no less than 200 grams. The minimum thickness of plastic film express packaging bags is changed from the old national standard. The 0.06 mm is reduced to 0.03 mm. The State Post Bureau has promoted reduced weight envelopes and packaging bags throughout the industry, and express packaging printing inks have basically achieved the reduction requirements.

Since the beginning of this year, packaging materials containing toxic and hazardous substances have been completely banned, and the State Post Bureau has also launched a special rectification of black packaging bags and other specific substances exceeding the standard packaging. According to Zhu Lei, according to the "Administrative Measures for the Packaging of Express Mail (Draft for Comment)", the postal administration will randomly select the express mail as required to check the packaging usage. Excessive packaging can be fined.

"A variety of green environmental protection materials are constantly moving from scientific research to industrialization." Zhu Lei said, however, the cost of these materials are relatively high, which has become the biggest factor restricting enterprise adoption.

"Accelerating the green transformation of express packaging is an important part of the green and high-quality development of the industry. Next, we will build a multi-form express packaging industry-university-research cooperation platform to promote key technology research and development, achievement transformation and system integration, and increase Green packaging supply. At the same time, according to various standards, guide express companies to actively promote recyclable express packaging." said Zhao Min, deputy director of the State Post Bureau.
