The Support Services Center was charged with leading the implementation of the program, called "Sharek", which focuses on joint procurement for the seven major government agencies. For his part, the Director of the Support Services Center in the Government of Dubai, Mubarak Ahmed Al Shamsi, affirmed that the joint government procurement project aims to conclude joint contracts to achieve savings while maintaining a balanced economic impact and taking into account the interests of small and medium-sized enterprises, while ensuring that the procurement process is carried out in the shortest possible period without Obstructing the internal operations of government agencies, and harmonizing procurement standards between the various agencies, while maintaining their flexibility and independence.

It is expected that the "Sharek" project will advance in four main areas in government procurement processes, in order to achieve the desired objectives. These areas include, according to Al Shamsi, the drafting of joint framework agreements for the selected groups by unifying the efforts of the partner agencies and disseminating the benefits to all government agencies, the participation of users and procurement staff from the agencies to unify requests, procurement strategies and award recommendations for the common groups, and the role of the Support Services Center in leading the coordination of the joint procurement program. Building procurement capabilities at the level of government agencies in Dubai, as well as forming technical and commercial committees for common groups that represent the main government agencies.

Al Shamsi stressed that this project will not have any impact on many aspects of government procurement, such as the procedures for preparing the operational, capital and salaries budget, operational procurement procedures, the organizational structure of contract and procurement departments and other departments, and the information technology systems currently applied.

indicated that the center pursues an innovative and unique business model that is unparalleled in the country and a precedent in the region, represented by providing personnel, salaries, financial, accounts and procurement services to emerging, small and medium government agencies based on a methodology based on the principle of one point of contact, indicating the continued success of The center seeks to consolidate the values ​​of rational spending of public money by taking care of personnel affairs, salaries, procurement and financial affairs on behalf of its clients and providing a wider space for them to focus on and develop their main businesses and improve their operations performance.

Al Shamsi added that the number of government agencies served by the center increased by the end of 2019 to 30, and that the center, which manages a budget of more than 500 million dirhams in favor of these agencies, achieved revenues last year that exceeded 13.6 million dirhams and came in return for the professional fees provided to the benefiting government agencies. While the total savings in the workforce of the entities served by the center reached 127 employees.

The Support Services Center completed 23,000 transactions in 2019, indicating the continued interest in outsourcing institutional support services to emerging, small and medium government entities.
