On July 28, the Nanjing Municipal Bureau of Justice, Nanjing Municipal Housing Security and Real Estate Bureau jointly issued the "Notice on Doing a Good Job in Prioritizing Housing Selection for Talents and Supporting Rigid Housing Demands", clarifying that the lottery is divided into four rounds.
One, lottery object
The lottery targets are talents, families without housing (local household registration), and ordinary house buyers.
Second, lottery process
The lottery is divided into four rounds:
1. In the first round, determine the priority list of talents and the order of housing selection. If the number of validly registered talents is greater than or equal to the number of talent listings or greater than or equal to 20 persons, the shortlist of talents and the order of room selection shall be determined through the way of lottery held by the notary public.
2. In the second round, determine the list of families without housing eligible for priority protection, and enter the fourth round of general housing selection. If the number of validly registered families without housing is greater than the number of guaranteed housing for families without housing, the notary agency shall host the lottery to determine the list of no-housing families shortlisted in the fourth round of lottery.
3. In the third round, the notary agency will roll out the sequence numbers of "the first round of unfinished talents, the second round of unfinished households without housing and ordinary house buyers", and determine the list of the finalists for the fourth round of lottery.
4. In the fourth round, the notary agency will roll out the general house selection order of "the shortlisted households without housing determined in the second round and the finalists determined in the third round".
Three, room selection order
1. First of all, the shortlisted talents determined by the first round of lottery will select houses in turn according to the sequence number of the lottery. Unqualified talents will not participate in this batch of house selection.
2. Secondly, the applicants in the fourth round of lottery will select the houses in turn according to the general house selection sequence numbers drawn out in the fourth round.
3. After the first two batches of house selection are completed, if there are any remaining houses, the applicants who were not shortlisted in the fourth round of the third round of lottery will select houses in turn according to the sequence numbers drawn out in the third round, and those who give up the previous number. The suffix number is added in turn.
Four, work requirements
1. Real estate development enterprises and real estate brokerage agencies shall organize and carry out house selection activities in strict accordance with the house selection sequence numbers drawn by notary agencies to ensure that the house selection process is open and transparent.
2. The notary institution shall preside over the lottery activities in accordance with the principle of "fairness, justice and openness" to ensure the smooth development of the lottery work.
3. The Nanjing Municipal Bureau of Justice, the Municipal Housing Security Bureau and the Real Estate Bureau have established a linkage mechanism to communicate, coordinate, and deal with problems that arise in a timely manner, and do a good job of prioritizing talents in housing selection and supporting rigid housing needs.
