[Explanation] A few days ago, the "Guiding Opinions on Comprehensively Promoting the Reconstruction of Old Communities in Urban Areas" issued by the General Office of the State Council of China attracted attention. How to change the old community? What to change? On July 21, at the State Council policy briefing held by the State Council Information Office, relevant persons in charge gave answers.

  [Explanation] According to the results of the Ministry of Housing and Urban-Rural Development, about 220,000 old communities were built before 2000, involving 39 million households.

  The old communities built before the end of 2000 mainly consisted of public housing and housing reforms. Probably these communities generally do not have property management, and are also out of maintenance and management. The maintenance level during its use is relatively poor, and the municipal infrastructure facilities Imperfect and imperfect social services. These problems are still more prominent than those in other communities, and the people’s desire to live in them is also very strong.

  [Explanation] Huang Yan introduced that in 2017, 15 cities including Qinhuangdao and Zhangjiakou have carried out pilot projects for the transformation of old communities in cities and towns, and achieved positive results. Starting in 2019, the renovation of old communities has been promoted nationwide.

  In 2019, the nationwide plan to start the transformation of old communities in cities and towns is 19,000, involving 3.6 million households. There are 39,000 planned to start construction this year, involving nearly 7 million households, nearly twice the number in 2019.

  [Explanation] Talking about the content of the renovation, Huang Yan pointed out that the renovation of the old community is mainly divided into three categories: basic, perfect, and upgrade. The content of the renovation depends on the needs of the people. For example, some communities need building energy-saving renovation, and some need to install elevators.

  The latter two are basically menu-style. If you need it, everyone agrees and you can find resources to do it. Therefore, the problems to be solved are different. For example, places with a large number of elderly people and places with a large proportion of the elderly may need more elderly care facilities; young parents may live more, and may have more things to raise their children. In practice, it is necessary to combine supply-side reforms and the requirements of complementing the shortcomings of community public service facilities, and provide residents with menu-style choices.

  [Explanation] Huang Yan said that the transformation of old communities is a very complex project, and market forces and social forces should also actively participate in it. She pointed out that the transformation of old communities cannot be confined to the fence, adjacent or surrounding areas can be linked to coordinate the use of resources.

  If a single project is confined to a wall or a community in the renovation of an old community, sometimes the free space is very limited and many things cannot be done. Therefore, the "Guiding Opinions" require all localities to rationally expand the implementation of the transformation unit, and promote the cooperation of neighboring communities and surrounding areas. In this case, we have some resources, facilities, and space that can be used in a coordinated manner.

  [Explanation] According to reports, in 2019 and 2020, the Chinese government has allocated 30 billion yuan and 30.3 billion yuan to support local areas for the transformation of old communities. Up to now, the subsidy funds for 2020 have been fully released.
