New "turnkey" sites, dedicated training, recruitment of young graduates: the government presented this Monday a series of measures to attract new industrial investment and relocate production in "industrial territories", outside major cities.

The initiative, presented jointly by the Minister of Industry Agnès Pannier-Runacher and the Minister of Territorial Cohesion Jacqueline Gourault during a visit to Chalon-sur-Saône, aims to anchor the industry in rural areas . Called the “rebound pack”, the project is primarily based on the “turnkey industrial sites” program, launched at the start of the year.

A total of 78 sites concerned

The ministers unveiled 66 new “turnkey” websites on Monday, in addition to the first 12 presented in January. These sites offer dedicated infrastructure (energy, broadband, logistics) and have passed a certain number of controls, ensuring that interested manufacturers have accelerated procedures.

Contractors can count on a building permit issued in three months and an environmental permit in nine months.

At the same time, the ministers launched a call for expressions of interest (AMI) for communities wishing to open industrial training courses corresponding to the needs of their SMEs and mid-caps. The objective is to support the revitalization of the industrial fabric in medium-sized cities.

Recruitment of 1,000 young graduates in SMEs and mid-caps

In addition, the "rebound pack" includes an operation to recruit 1,000 "territorial business volunteers" (VTE), young graduates who come to work in SMEs and mid-caps. Companies will receive public aid of 4,000 euros for the recruitment of a VTE in an industrial area, and the VTE will receive aid of 1,200 euros for its accommodation costs.

"Our territories are the keystone of the French industrial reconquest," said Jacqueline Gourault, in a press release. "The Rebound Pack aims to relocate strategic activities that create jobs in our regions," she adds. "We are making our industry the engine of recovery throughout the national territory", underlined Agnès Pannier-Runacher.
