  She pointed out that this year, around stabilizing employment and protecting people's livelihood, Chinese governments at all levels have taken strong measures, and employment priority policies have been comprehensively strengthened. These policies have achieved positive results in the first half of this year. In recent months, the unemployment rate in urban surveys nationwide has declined month by month, at 5.7% in June; the labor participation rate is basically close to the level of the same period last year, only slightly lower by 0.5 percentage points; the proportion of people who did not work during the epidemic continued to decrease, which fell in June To 0.8%, basically the same as last year.

  However, Liu Aihua reminded that on the one hand, the current employment situation in China has some positive changes on the one hand, and on the other hand, some key groups are under greater pressure. In the first half of the year, the number of new jobs in cities and towns increased by 1.73 million year-on-year. There are some key groups in urban areas who have more prominent employment pressures. The rural labor force that has gone out to work has decreased. At the end of the second quarter, the rural labor force that went out to work has decreased by 4.96 million year-on-year, a decrease of 2.7%.

  In addition, the unemployment rate of college students reached a new high during the same period. Affected by the epidemic, the demand for college graduate recruitment has declined this year, and job interviews have been subject to certain restrictions. The labor force survey data shows that in June, the national unemployment rate of 20-24 year old college graduates and above reached 19.3%, up 2.1 percentage points from May and 3.9 percentage points from the same period of the previous year. This group of people is mainly newly graduated college students.

  Liu Aihua said that the next step is to comprehensively strengthen the employment priority policy in accordance with the requirements of the government work report, and do everything possible to stabilize and expand employment.

  First, we must stabilize the market players, implement policies such as tax and fee reductions, and reduce social security fees and house rents to help market players overcome difficulties and stabilize the basic employment market. Second, we must promote market-oriented and social employment of college graduates. Through measures such as increasing the enrollment of graduate students, the employment problem of college graduates can be better solved; again, employment assistance should be strengthened to encourage employment in new formats and flexible employment, and drive more rural laborers to find jobs locally.
