For example, the conversion of agricultural land: Taiyuan City and Datong City, which were originally approved by the State Council, will convert agricultural land other than permanent basic farmland into construction land in batches according to the annual land use plan within the scope of the urban construction land size determined by the overall land use plan. In cities other than Taiyuan and Datong, within the scope of the urban construction land scale determined by the overall land use plan, if the agricultural land other than permanent basic farmland is converted into construction land in batches according to the annual land use plan, the people of Shanxi Province Approved by the government.

  Within the scope of the construction land size of villages and market towns determined by the overall land use plan, the conversion of agricultural land other than permanent basic farmland into construction land in batches according to the annual land use plan shall be approved by the municipal people's government with districts.
