The Council of Ministers approved this Tuesday a royal decree-law on economic measures that aims to regulate the transfer of public land for the construction and management of social rental housing , increasing the maximum period of term of the surface right to 75 years and eliminating the royalty that until now had to be paid by private developers and construction companies to exploit it.

The announcement is one of many that the Ministry of Transport, Mobility and Urban Agenda has been making since Pedro Sánchez's arrival in La Moncloa. Before this, there were others such as the 20,000 Plan -to raise that number of homes for social rent- or, more recently, a two-year residential rehabilitation plan that will involve mobilizing an investment of around 2,000 million euros in collaboration with the initiative private and that will generate 221,000 jobs.

Until now, they all have in common the lack of concreteness and progress beyond their purposes . Promoters, funds and builders have repeatedly shown their willingness to collaborate and await more concrete measures and actions from the Ministry.

In the case of the proposal announced this Tuesday by the Minister of Transport, Mobility and Urban Agenda, José Luis Ábalos , the procedure for awarding the land will be that of the public tender and the fee to be paid by the private companies that are awarded "may to become zero ", as the minister has advanced, a stumbling block that, as explained, has prevented the approval of said decree so far. "The fee for the right to use the surface will depend on the prices, on what is built, but it could even be the case that the construction companies do not have to pay any fee," Ábalos said.

The minister recalled that the average of social rental housing in Europe is 5%, but in Spain it barely reaches 2.5%. "This measure is aimed at boosting the economy and at the same time generating a park of public housing that we do not have in Spain, which has even been reduced by certain policies," he said.

In addition, the royal decree allows the autonomous communities to use the remainder of projects that they have not carried out within the State Housing Plan for new projects regarding access to housing without having to reimburse the non-executed money to the State.

Along with this announcement, the Council of Ministers has also approved an extension that will allow families most affected by the crisis to request until the end of September a three-month moratorium that will free them from paying their mortgage or a consumer credit.

So far, more than 200,000 people have benefited from this measure promoted by the Executive, which avoids having to pay the bulk of the mortgage installment for at least three months, as highlighted by the vice president at the press conference after the Council of Ministers from the Government, Pablo Iglesias.

This represents 83% of the applications for this mortgage moratorium, designed both for the first home and for the premises in which the self-employed work, and which can accommodate those who have lost their jobs as a result of a temporary regulation file (ERTE) or have seen their income drop significantly.

With the extension approved by the Council of Ministers, this measure can now be requested until September 29 and the same happens with the moratorium on consumer loans , another initiative promoted by the Executive so that those most affected by the crisis will see their burden lightened. financial.

Banks have granted more than 364,000 requests for consumer moratoriums following the criteria set by the Government, 85% of those submitted by their clients, who will also now have until the end of September to request three months of relief.
