More than a year and a pandemic later, the Government has presented this Tuesday the State System of Housing Rental Indices that will be the basis for a hypothetical system of limiting rental prices in cities and areas most stressed by prices. And it is hypothetical because neither the Minister of Transport, Mobility and the Urban Agenda, José Luis Ábalos , nor sources from the Ministry have directly confirmed that this initiative will finally be carried out. Nor have they ruled it out.

"We have a commitment from the legislature and the commitments are to fulfill them, but we want to see what impact the crisis has on the market and how it could be done," sources from the Ministry ambiguously assure.

The commitment to which they refer is the Government agreement reached by the PSOE and United We Can , which contemplated, among other things, the development of a price control policy to relieve pressure in areas such as Madrid, Barcelona or the Balearic Islands, where prices Leases have skyrocketed in recent years.

"It has to be something very consensual", they assure from the Ministry directed by Ábalos. A consensus that they want to reach both with their partner in the Executive and with the other relevant actors in the sector, who from the first moment have been against any initiative that limits the freedom of prices. They consider that a measure along this line would discourage supply and create insecurity among owners.

Thus, the Government will have to balance if, in fact, it wants to comply with what was agreed with the purple formation, but for the moment it considers it relevant to have taken this first step to which Ábalos had committed himself more than a year ago, when the rental decree.

The index reflects the evolution of prices from 2015 to 2018, both included, and aims to be a tool to "introduce transparency and rigor in the housing market" and so that "public administrations, sector players and citizens know the evolution of rental prices, "said Ábalos during the release this Tuesday. "We rectified a historical deficiency that was not positive for the application of public policies, such as the absence of rental information," he added.

For its preparation, 11.2 million leases from the last four years have been compared ; it has annual data based on information from 1.7 million properties (1.5 million leases in collective housing and 0.2 million in single-family housing) and data referring to monthly rental income, square meters, monthly amount have been added and surface at all territorial levels.

The Secretary General for Housing, David Lucas , explained that the rental price index system disaggregates data from 33,662 census sections, from 9,842 census districts, 7,593 municipalities, 46 provinces and 15 autonomous communities and Ceuta and Melilla. However, he has pointed out that he is in contact with the Basque Country and Navarra to try to cross his data and they are "predisposed", so his data could be added soon.

The data comes from the Tax Agency, the National Statistics Institute, the real estate cadastre, the Property Registrars, the Bank of Spain and others such as the deposit deposits of the CCAA or the offer data of the real estate portals.

In relation to the latter, Ábalos has assured that the system "does not intend to amend its figures, but to offer for the first time a state price statistics tool so that individuals can operate in this market."

The updating of the data will be annual and will descend from the level of the autonomous communities to the census sections, passing through the municipalities and the census districts.

The first analysis reflects that some of the main "stressed" areas would be Madrid, Barcelona, ​​Malaga, Valencia, Malaga or the islands (Canary and Balearic Islands).
