In the "2020 Shanghai People's Livelihood Interview" held recently, Wang Zhen, director of the Shanghai Housing Management Bureau, said that Shanghai's public rental housing will soon be demolished and used, to strengthen the "one room" and even "for the courier brother, sanitation workers, housekeeping service personnel, etc." The precise supply of "one bed", the rent is properly priced.

  Wang Zhen said that people in basic service industries, such as sanitation workers, bus drivers, housekeeping service personnel, and courier brothers, are more sensitive to rent, and pay more attention to commuting time between residence and work. Public rental housing is solving the housing difficulties of these groups. In terms of aspects, we can make further progress.

  The first is that rents are properly priced favorably. Based on the principle of "slightly lower than the market rent" for public rental housing, overall consideration should be given to factors such as the affordability of the rented workers and reasonable determination of the rental price. Employers are encouraged to exercise due diligence and further reduce the rent burden of occupants by subsidizing some rents.

  Housing supply is more refined. Under the premise that the per capita usable area and the number of people living in line with the relevant national and Shanghai regulations, in some suitable areas, by taking out some public rental housing and dismantling the apartment, we will provide co-renting and strengthen dormitory-type housing raising to effectively increase the "one room" , Or even "one bed" rental supply.

  The review process is included in the "green channel". When the employees of the relevant unit apply for the qualification for public rental housing, if the residence permit and social security period have not yet met the prescribed requirements, they can first move into the public rental housing after the unit has made a written commitment, and then make up the stipulated time.

  Wang Zhen said that in the second half of the year, at least one dormitory-type or demolition and joint-learning pilot project with at least 200 occupants will be implemented in each district's public rental housing, and targeted to supply frontline enterprises in key public service industries such as sanitation, public transportation, and housekeeping staff. It is estimated that by the end of this year, the number of employees in key industry enterprises in the public rental housing and public security sectors in Shanghai will reach about 5,000, a substantial increase of more than 60% from the end of 2019.

  As of the end of May this year, a total of 177,000 housing units have been raised for the construction of public rental housing in Shanghai, and 192,000 households have been accommodated, with a total protection of 627,000 households. From January to May of this year, the city completed a total of 4,536 new supply of public rental housing, and it is expected that the target of 10,000 new supply will be exceeded in the whole year.

  Up to now, Shanghai has formed a "four-in-one" housing security system for low-rent housing, public rental housing, housing with shared property rights, and expropriated housing. Shanghai's low-rent housing has guaranteed a total of 131,000 households, a total of 115,000 units of property rights guarantee housing have been accumulated, and 192,000 households have been rented in public rental housing.
