Of the 21 Russian sailors, it was reported that all 16 infected people had symptoms such as fever, unless it was extremely rare that they were asymptomatic.

It is argued that, if a captain had fever symptoms a week ago and left the country in Russia, then this should have been announced in advance, given the stringent defense conditions of each country related to the current Corona 19.

The poor quarantine of the authorities also helped with the issue.

It is pointed out that if a Russian ship with many corona 19 confirmed persons, a quarantine officer should have been on board to inspect the ship.

The Korean Federation of Shipping Workers and Russian sailors have often passed by a width of 1~2m, and it is an environment where Korean cargo inspectors and Russian sailors cannot contact them at any time to count cargo and unload cargo.

An official from Busan Quarantine Office said, "If I report that there are no abnormalities, no symptoms, and no disembarkation, I was quarantined by the documentary process. When the situation comes up, I think that I should have been caught by quarantine in advance."

He added, "Since Corona 19, the work has increased by 4 times for a small number of people, and we have no choice but to separate and quarantine ships. If ships come from Russia, we are considering ways to unconditionally embark on board in the future."
