The economic consequences of the crisis linked to the coronavirus epidemic are still far from being assessable. But for many, this crisis has already highlighted the excessive dependence of European countries, including France, on Asian countries, in certain industrial sectors. The challenge for the coming months will therefore be to attract investors to the country to revitalize our economy. Reduce the administrative burden

For the elected official, this is the "point on which we must emphasize": administrative simplification. "Today, compared to our neighbors, we have an administrative burden that is much heavier," says Guillaume Kasbarian. "It is often the obstacle course for industrialists when they wish to extend a production line or create a new factory in France. It is a bit like the 12 works of Asterix where they are sent from an office to the "other. And it sometimes takes years to materialize ..."

For the member, it is necessary to loosen the administrative noose. "I have proposed through this report a number of measures that help secure project leaders, that encourage local communities and actors to conduct studies upstream to make things easier," lists the elected official. of Eure-et-Loir. "Which also allow the prefects to grant exemptions and speed up the process, to better coordinate all environmental, archaeological, building permit procedures, which can be very cumbersome and dissuade investors or industrialists from creating companies in France. This is a major project. "

Do not oppose ecology and industry

Will the streamlining of procedures lead to a lower demand, particularly in ecological matters? "The goal is absolutely not to question our environmental standards," says Guillaume Kasbarian. "Other countries, like Germany and Sweden, are very good on the environmental side and very good on the administrative side."

And what about the so-called traditional industries, which are more polluting by nature. "We must not oppose the sectors of yesterday and tomorrow," replies MP LREM. "You have traditional industries (like aeronautics or the automobile), which are in full transformation, which are inventing the ecological vehicle of tomorrow, the carbon-free plane. There are many sectors which are renewed and which offer a lot of new products, new technologies of the future, very respectful of the environment. "

Don't fight at all costs over costs

There remains a major problem: that of the prices of products made in France. Due in particular to the much cheaper workforce in Asia, products made in France are struggling to exist. "We should not think exclusively in terms of cost and labor cost. If the objective is to produce exactly the same products as in China or in India, obviously it will cost more," explains Guillaume Kasbarian. "The competition for low cost never stops. You will always find a country that produces cheaper than you."

So the solution, for the elected LREM, is quality. "The goal is to differentiate," he asserts. "A product made in France, you can be proud of it, because it is precisely made in France, that it contains more technologies, that it is more innovative, safer, and that there is a whole universe of associated services, so it is better than that of my competitor which is produced elsewhere in the world. The objective, it is not the extreme competition on the cost, it is the differentiation and the production of quality. I am sure that we are capable of doing it ", summarizes the deputy in conclusion.
