A uniform cash benefit of 100,000 yen included in a series of economic measures. The government was aiming for prompt payment by accepting online applications using My Number Card in addition to mailing, but even now more than a month after the establishment of the first supplementary budget at the end of April, the benefit rate is still Only 35.9% of the total households.

In particular, benefits are delayed in urban areas with a large population.

In Tokyo's Ota Ward, where approximately 400,000 households are eligible for benefits, we started applying online using My Number Card from May 1, while mailing applications took time to print out application documents. We started sending out documents in June.

In addition to entrusting the inspection work to a contractor, we are building a specialized team of about 30 staff within the agency to check the application documents.

After the staff has entered the contents of the received application into the computer, we will exclude those that are not filled in and check the completed data entry by a group of 2 people.

It means that it is taking a long time to confirm the documents due to a series of inadequacies such as the case where the person's signature and the bank account number of the transfer destination are not listed, and the copy of the bank cash card is not attached.

In addition, the fact that the system does not prevent "double application" in which people who apply online accidentally apply by mail also hinders confirmation work, and the overall benefit rate is 6%, which is significantly lower than in Japan. It remains only to the extent.

This has led to delay in the overall benefits. We will make full-scale payments in the future, so I would like to work with the government to set up a system and deliver it as soon as possible."
