Technology empowerment plugs digital wings for poverty alleviation and revitalization

To pull out the roots of poverty and achieve stable poverty alleviation, industrial poverty alleviation is the fundamental strategy.

The “Opinions on Doing a Good Job in Industrial Poverty Alleviation in 2020” jointly issued by the General Office of the Ministry of Agriculture and Rural Affairs and the Comprehensive Department of the Poverty Alleviation Office of the State Council lists industrial poverty alleviation as a key measure to consolidate the achievements of poverty alleviation and prevent return to poverty, and proposes to highlight scientific and technological services and personnel training. Support.

Today, science and technology have been integrated into various fields of the economy and society, and the rapid progress of innovative technology has the role of promoting and empowering industrial poverty alleviation.

"Smart agriculture" is a useful exploration of using technology as a driving force for poverty alleviation. The project is based on the China Foundation for Poverty Alleviation Cooperative Poverty Alleviation Cooperative and uses Qualcomm's technical advantages in information and communication to promote the intelligent operation of agricultural systems.

The project integrates broadband, Internet of Things and cloud computing technologies with traditional agricultural production through the establishment of a smart agricultural system, integrating production environment monitoring, intelligent device control, standardized production management, agricultural technology production guidance, agricultural product traceability and Internet marketing. At the same time, new farmers were "armed" with technology. For example, organizing skills training in e-commerce operations, marketing and promotion, brand building and supply chain management.

Infused with scientific and technological connotation, it has enhanced the vitality of the project. Industrial poverty alleviation, as a long-term mechanism, also lays a solid foundation for the next step to connect rural revitalization.

"New agriculture" is the starting point for rural revitalization. The "Opinions of the CPC Central Committee and the State Council on the Implementation of the Rural Revitalization Strategy" issued in early 2018 made a comprehensive design of the "new agriculture" construction. In recent years, "Internet + agriculture" has also become a hot topic. The essence is to combine traditional agriculture and innovative technologies to develop smart agriculture, precision agriculture, high-efficiency agriculture, green agriculture, etc. to improve the quality and competitiveness of agriculture.

From a global perspective, the two major trends in rural revitalization are green and digital.

In the past few years, the China Foundation for Poverty Alleviation has been promoting industrial poverty alleviation in poor counties, helping poor households to establish cooperatives, and achieving large-scale planting and breeding. At the same time, improve the product quality of poor households through technology.

"We have been exploring how to help them understand the situation of the land through digital methods, help them plant scientifically, and help them better connect with some mature supply chains in the society, which can help trace the quality of products in the later period." China Ding Yadong, deputy secretary general of the Foundation for Poverty Alleviation, said.

It is precisely because the China Foundation for Poverty Alleviation has been paying attention to the digitalization of poverty alleviation, so it is particularly fancy to start this “smart agriculture” project.

"This is not the foundation's largest project, but it is indeed a project that is particularly meaningful at a critical point in time." Ding Yadong said that this is a new attempt made by the foundation, combined with Qualcomm's technical advantages, let some expert technicians Join the team so that this project can be designed more effectively.

Use technical expertise to make up for the shortcomings of industrial upgrading in poor counties

According to the cooperation agreement, the first phase of the "smart agriculture" project is planned to be piloted in 4 counties including Tongjiang City, Heilongjiang Jiamusi City, Baoxing County, Ya'an City, Sichuan Province, Tiandong County, Baise City, Guangxi, and Honghe County, Honghe Hani and Yi Autonomous Prefecture, Yunnan. Helping about 5,000 poor farmers achieve capacity improvement and sustainable poverty alleviation.

The four pilot counties selected in the first phase of "Smart Agriculture" have different characteristics from a geographical perspective, and the functions that science and technology can play are also different.

In Baoxing County, there are giant pandas and giant panda habitats in every township. More than 90% of the country's land area is included in the Giant Panda National Park. In the future, digitalization will contribute to the exploration of ecological protection and agricultural development.

Tongjiang City is rich in rice and aquatic products. "Tongjiang Rice" is a geographical indication certification mark of China. Tongjiang's aquaculture industry is also very developed. With this industrial foundation, smart agriculture is bound to be of great use here.

Tiandong County, located in Baise City, an old revolutionary base area, China Foundation for Poverty Alleviation is using the power of science and technology to help the local mango industry upgrade and realize digital development.

Honghe County is a world natural heritage and an important agricultural cultural heritage in the world. The red rice produced by Honghe terraces is very well known. In the future, the "brain" of terraces will be established here, on the one hand to protect the natural heritage, and on the other hand to help develop more terraced products through digital methods.

Zheng Wenkai, chairman of the China Foundation for Poverty Alleviation, said that the launch of the "smart agriculture" project will help four counties to further improve the capacity of agricultural cooperatives, and promote the industrial transformation and upgrading of poor counties in terms of technology, management, information and related resource integration.

This cooperation has made up for the shortcomings in the poverty eradication process of poverty-stricken counties, and has contributed to the crucial period of decisive battle in the fight against poverty.

As the world's leading wireless technology innovator, Qualcomm launched the "Wireless Care" program in 2006, dedicated to let wireless technology benefit underdeveloped communities around the world. As of the end of 2019, the "Wireless Care" program has carried out more than 120 projects in 47 countries around the world, and a total of 17 projects in China, benefiting more than one million people.

Meng Pu, chairman of Qualcomm China, said that "smart agriculture" is another important milestone of Qualcomm's "wireless care" plan in China, and will play the role of wireless technology in industrial poverty alleviation and help China overcome poverty. Qualcomm will also continue to fulfill its commitment to root in China and contribute to the realization of China's strategic goal of poverty alleviation.

Based on the cooperation of the "smart agriculture" project, Qualcomm and the China Foundation for Poverty Alleviation will also discuss extending the content of the cooperation to more regions, and actively explore new technology-enabled industries for poverty alleviation.
