This is the first batch of Guilin City issued since the newly revised "Standardization Law of the People's Republic of China" conferred the legal status of municipal local standards The local standards of Guilin also indicate that the construction of a high-quality development standard system for the Guilin rice noodle industry has achieved initial results.
Guilin rice noodles have a long history, rich cultural heritage, and unique taste buds. They are an important part of Guilin culture and the lives of Guilin people. They are accepted and loved by the majority of Chinese and foreign tourists, and have become a gold signboard in Guilin. Guilin rice noodles is a comprehensive industry and has a special status and role for Guilin. The Guilin Municipal Party Committee and Municipal Government have always attached great importance to it. The new "Standardization Law", which came into effect on January 1, 2018, gives the city-setting standards for districts. The administrative department for standardization of the people's government at the district level may formulate local standards for the district according to the special needs of the district . In order to make the Guilin rice noodle industry bigger and stronger, and to cultivate new momentum for the high-quality development of Guilin's economy, the Guilin Municipal People's Government issued the Guiding Opinions on the Development of Guilin Rice Noodle Industry in 2019 (City Regulation [2019] No. 6), which clearly proposes to accelerate Guilin rice noodle standardization construction, improve the Guilin rice noodle industry chain standard system. The Guilin Municipal Party Committee and Municipal Government are vigorously promoting the transformation of Guilin rice noodles from "small specialty products" to "big industries", taking the development of Guilin rice noodle industry as a key project of "one city, one product", and promoting the scale, industrialization and standardization of the Guilin rice noodle industry , Branding and green development, strive to build Guilin rice noodles into a world-renowned brand, and strive to reach 10 billion yuan in output value of Guilin rice noodles industry by 2021.
In order to implement the "Standardization Law of the People's Republic of China" (Chairman's Order No. 78) and the relevant requirements of the Guilin Municipal Committee and Municipal Government, the Guilin Municipal Market Supervision Bureau has joined forces with the Guilin Municipal Bureau of Commerce, the Guilin Municipal Industry and Information Bureau, and the Guilin Rice Flour Industry Association To explore the establishment of a high-quality standard system for Guilin rice noodle industry, and use the standard as a starting point to promote the high-quality development of Guilin rice noodle industry. In December 2019, the Guilin Municipal Market Supervision Bureau issued 10 Guilin local standard-setting plans, including "Guilin Fresh and Wet Rice Flour Processing Technical Regulations", "Guilin Rice Flour Shop Construction and Service Specification" and "Guilin Rice Flour Shop Grade Assessment Specification" It is clear that the Guilin Municipal Industry and Information Bureau, Guilin Commerce Bureau, Guilin Market Supervision Bureau, and Guilin Rice Noodle Industry Association will jointly develop standards to establish and improve the Guilin Rice Noodle Industry Chain Standard System. The three standards issued this time, from industry research to the official release of standards, after soliciting standard projects, applying for standard projects, issuing standard plans, improving standard drafts, writing standard preparation instructions, soliciting opinions extensively, holding standards review meetings, applying for standard release The procedures and processes for issuing standard announcements lasted nearly 10 months.
