  It is reported that the policy optimization plan (draft for soliciting opinions) adheres to the principle of "total amount control, value orientation, and simplicity". It is simple and easy to do, that is to simplify the application conditions, let the data run more, and let the masses run less.

  On the basis of maintaining the continuous stability of the current regulation and control policy, the optimization program has made adjustments in six aspects with reference to the opinions and suggestions put forward by various sectors of society in the past:

  Firstly, on the basis of participating in the individual index unit and the new energy index waiting allocation method, the index allocation method based on the "car-free family" as the unit and the order of points are added.

  The second is to give priority to “car-free households” in terms of setting points and quota allocation ratios.

  Fourth, the indicator configuration is changed from the current configuration every two months, to the new energy index configuration in May every year, and the common index configuration in June and December.

  Fifth, it is no longer required to submit an application for updating the index within 12 months from the date when the vehicle has completed the transfer and cancellation registration, and the public can arrange the time for applying for updating the index according to actual needs.

  The sixth is to increase the limit on the number of individuals applying for updating indicators, and at the same time letting individuals with multiple vehicles in their names transfer their registered vehicles to eligible close relatives.
