The minimum vital income, the star measure of the Pedro Sánchez government to cover 850,000 families at risk of social exclusion, is approved this Friday in an extraordinary Council of Ministers. And it does it with some news included in the last days.

For example, the creation of an «organism» to make the autonomous communities participate in the management of the aid, and the transfer of the management to the Basque Country and Navarra. For the rest, the aid will be granted by the National Institute of Social Security, although all the paperwork will be done by the social services of the municipalities.

The ceilings that can be collected will range between 462 and 1,015 euros, according to the last two drafts of the decree-law, both advanced exclusively by EL MUNDO. But the minimum income will not be a predetermined fixed amount, but a supplement that will be calculated according to the income of the previous year and based on the people who live in the household that requests it.

For example, if a person living alone with a child entered an average of 200 euros a month last year, they can access the aid of 700 euros (600 euros for the number of people in the home and 100 of extra for being a family single parent). What I would charge is the difference between both amounts (500 euros per month). The total budget of the measure will be around 3,000 million.

Compatible with the aid of the CCAA

The minimum vital income can be made compatible with the insertion income that the autonomous communities already give. How? A State-CCAA decision-making body has been created, but the idea of ​​the Inclusion Ministry is that whoever collects state income can only enter a percentage of the regional income . Currently, the Basque Country, Asturias, the Valencian Community, the Canary Islands, Navarra, Andalusia, Castilla-La Mancha, Murcia and the Balearic Islands, among others, already have a system to provide essential aid to people at risk of extreme poverty. And its average amount is 463 euros.

But the regional benefit will not be counted when determining whether a person meets the requirements to access the minimum vital income that the minister José Luis Escrivá has designed. As will also be excepted from the computation "finalist benefits and financial aid such as scholarships or study aid, housing aid and emergency aid".

The habitual residence will no longer be taken into account to account for the assets of the household requesting the aid. The other most notable modification that has been made in recent days is that the aid will be paid monthly , and not quarterly, as planned in early May.

The requirements

The requirements are very specific. A household will be in a "vulnerable situation" and can access the income when the monthly average of their income and income for the year prior to the application "is less than the corresponding monthly amount of guaranteed income." The person entitled to the benefit must be over 23 years old , unless they have at least one dependent child, and under 65 years old.

If the person requesting the aid "is able to carry out a work activity", they must be registered as a job seeker "and follow an individualized and personalized itinerary of insertion". But not only he: "All members" of the household "will have previously applied for the pensions and current benefits to which they may be entitled", including those of the "maintenance right".

The right to receive the economic benefit will be permanent: "It will be maintained as long as the causes that motivated its concession subsist and the requirements and obligations set forth in this royal decree-law are observed," the decree is committed.

Manage rent responsibly

The norm obliges the successful bidders to administer "responsibly all the income" and to "apply the economic benefit to cover the basic needs of all the members of the coexistence unit." If you use the quarterly funds for other things and the Executive certifies that they are not "basic" (to take an example: spend it in the casino), the person in default will face penalties ranging from one month to six months without collection. That is, a maximum of 6,090 euros of 'fine'.

Those who do not report "any change or situation that could give rise to the modification, suspension or termination of the benefit" will also be sanctioned, within a period of 30 days, always according to the latest draft of the ministry led by José Luis Escrivá. The latest version of the draft also proposes sanctions for those who use the aid as a kind of bonus, or for those who do not actively seek employment, being able to do so.

Parents with dependent children, the first to collect

The Government "will recognize the minimum vital income benefit", automatically, "to the beneficiaries of the economic allowance for the foster child or minor in charge of the Social Security system", provided that they also meet the requirements of the new benefit. This is stated in the draft decree. This will save you all the application paperwork and save time. This group will be paid immediately, on June 1, the date on which the rent will start.

This qualification will function as a "transitory" income-bridge, until December 31, for the beneficiaries of the economic allowance for a dependent child or minor "without disability equal to or greater than 33%". For next year, they will have to request the aid through the normal channels. This section has been included because the minimum income will be greater than the child benefit.

How much will be charged?

The basic income will vary according to the income obtained in 2019 by the applicant and according to the number of people living with him. One adult: up to 462 euros per month, maximum. An adult and a child: 700 euros. One adult and two children: 838. One adult with three or more children: 977. Two adults alone: ​​up to 600 euros per month. Two adults with a child: 738 euros. Two adults and two children: 877 euros. Two adults and more than two children: 1,015 euros. Three adults: 738 euros per month, maximum. Three adults with children: 877.

Who supports the measure?

No major party is already against this benefit. Vox has rectified its position: it has gone from rejecting it as "a real joke" to recognizing on Monday that it "is not against" because of the current need.
