Stores retail premises and no more than 400 square meters will open from tomorrow , only by appointment and control capacity. The islands of El Hierro, La Gomera, La Graciosa and Formentera, which are in phase 1 of the de-escalation as they are less affected by the pandemic, may open without an appointment. As for the hotel business, from tomorrow they will open the premises only to give take away service, or takeaway food, except in these islands, where they can open the terraces in certain conditions.

This is reflected today in a ministerial order published in the Official State Gazette, which regulates the conditions under which this return to activity will take place, both in the least affected areas and in the rest of Spain.

Regarding hospitality, the document includes many of the measures that the sector had requested, in a document that it presented to the Ministry of Industry, Commerce and Tourism.

These specific measures included the recommendation that pedal bins be installed in the premises, and not manual ones , that the letter be sung , or that it be displayed on blackboards or other devices that should not be touched, and the use of table linen. single use, to use and throw away, also with the aim of avoiding infections.

These recommendations, however, will enter as of May 11 in the provinces that are in conditions, from the health point of view, to move to this phase. Starting tomorrow, in phase 0, the hospitality establishments will only be able to open to provide take-out food. Special areas will be set up to collect these products and the client will have to call in advance to order.

Signing without a trace

Employees must have the personal protective equipment appropriate to their level of risk and the system for recruiting staff through the fingerprint will be eliminated, which will be replaced by another that guarantees safety and hygiene.

In all businesses, both shops and hotels, spaces will be disinfected twice a day (once always at the end of the day), with special attention "to door knobs, counters and tables or other elements of market stalls. , furniture, handrails, vending machines, floors, telephones, hangers, and cars and baskets, taps ... "

All establishments and premises "should have bins, if possible with a lid and a pedal in which to deposit tissues and other disposable materials." Customers may not use the toilets of commercial establishments , "unless it is strictly necessary".

One person per tester

The stores, in addition, must establish systems that allow the count and control of the capacity, so that it is not exceeded at any time, and that must include the workers themselves.

Terraces

In the terraces, from 11, it will be allowed to open and the capacity goes from 30% initially planned by the Government to 50%. You must ensure that the proper physical distance of at least two meters is maintained between the tables. If the business has the permission of the City Council to increase the surface area for the terrace, the number of tables may be increased , always keeping the aforementioned distance.

At these tables, a maximum of 10 people can meet, as long as the tables allow it. The use of letters in common use will be avoided, opting for the use of own electronic devices, blackboards, posters or other similar means.

Items such as tableware, glassware, cutlery or tablecloths will be stored in closed rooms, away from the customers' transit area , and self-service products such as napkin holders, toothpicks, cruets, oil cans, and other similar utensils will be eliminated, prioritizing disposable single-dose .

If the City Councils allow it, the street markets or markets for foodstuffs and basic necessities may also be opened , taking care that consumers do not manipulate these products. There will be 25% of the usual positions and an influx of less than a third of the usual capacity.

reforms

The Government also authorizes the reforms in uninhabited houses and closed premises.

According to the new order, which comes into force this Sunday, May 3 and included in Europa Press, the activity of the works may be resumed as long as "there is no interference" with the neighbors.

Also allowed are "works carried out in premises, houses or other delimited areas of the building that are not inhabited, or to which residents do not have access while the works last."

In order to resume activity, the movement of workers and materials through common non-sector areas will be limited, and all appropriate measures will be adopted to avoid contact with the residents of the property during the course of the day.
