Talking about related measures, the Director of the Rural Industry Development Department of the Ministry of Agriculture and Rural Affairs Zeng Yande said at the press conference of the Joint Defense and Joint Control Mechanism of the State Council on the 28th that this is a prominent problem in the rural area. The Employment Scale Implementation Plan has made specific arrangements for this.

  Zeng Yande said that the key orientation and work measures are summed up as "five batches":

  First, return to a stable group of agriculture. This is the old practice of migrant workers. Guide the rural migrant workers to lead the co-organization of farmers' cooperatives and agricultural machinery service societies, set up family farms, set up special plantation and large-scale breeding industries, and provide services such as supply of agricultural resources, unified prevention and control, and generation and generation.

  Second, a batch of engineering projects is absorbed. Through the implementation of projects such as work-for-relief and special bonds, as well as agricultural projects such as modern agricultural industrial parks, agricultural industrial towns, and special industrial clusters, priority is given to the placement of migrant workers in rural areas for employment.

  Third, foster a batch of innovative formats. Recently, some migrant workers staying in rural areas have used network platforms to develop rural e-commerce, live direct marketing, and experiential agriculture, breaking new ground for employment. It is necessary to arrange employment of migrant workers in the rural areas through the development of new industries and new formats such as leisure tourism, health care, agricultural experience, and e-commerce.

  Fourth, support entrepreneurship to drive a group. Guide the migrant workers in the rural areas to actively develop rural workshops, family workshops, handicraft workshops, creative agriculture, etc., and cultivate a group of "leading geese" for rural innovation and entrepreneurship.

  Fifth, a batch of public welfare posts will be placed. By arranging public welfare posts such as rural cleaners, water managers, road guards, ecological forest guards, and so on, the rural migrant workers who stay in the countryside will be placed in employment.

  "We propose that through the above measures, a good situation will be formed in which employment will increase income and become wealthy and prosperous," Zeng Yande said.
