According to the Ministry of Employment and Labor on the 26th, the government plans to implement the 'Unpaid Paid Rapid Assistance Program' in the employment stability package announced by the government on the 22nd.

The Unpaid Leave Rapid Assistance Program is a project for workers who have difficulty living due to unpaid leave due to the Corona 19 incident, paying 500,000 won per month for up to three months.

The size of the project is 480 billion won, and the target audience is 320,000.

Existing unpaid leave support projects have had limitations in effectiveness for companies that have been paid leave for three months or more.

The Unpaid Leave Rapid Assistance Program also supports companies that have had one month of paid leave and entered unpaid leave.

In the case of businesses designated as special employment support sectors because of the fear of a sharp drop in employment, they can receive support without taking paid leave.

The Ministry of Labor plans to implement the unpaid rapid leave support program first for the special employment support industry, and plans to apply for the general industry through the revision of the relevant enforcement decree next month.

The employer applies for an application for the Rapid Assistance Program, but the grant is paid directly to the worker.

In this respect, it is different from the employment maintenance subsidy for paid leave workers.

Employment maintenance subsidy is when the employer pays workers a leave allowance, and the government gives them a portion of the allowance. This is an indirect support method for workers.

Indirect support may be controversial in that some employers did not properly provide subsidies to workers, but direct support is controversial.

The fund for the Unpaid Leave Rapid Assistance Program is paid to the Employment Insurance Fund.

It can be seen that the government actually recognizes unpaid leave as 'partial unemployment' and gives unemployment benefits.

Businesses that do not have employment insurance are not eligible.

Unpaid employees who are not supported by the Rapid Assistance Program may receive the 'Corona 19 Emergency Employment Security Assistance' included in the Employment Security Package.

The emergency employment security subsidy is for blind spots in employment insurance, such as special employment workers (freelance workers), freelance workers, and unpaid leave, who are not classified as workers, such as teachers of study papers.

In response to the situation in the Corona 19, the government strengthened support for employment maintenance subsidies, reducing the burden of paid leave for companies, but it is urgent to apply for companies that cannot afford to pay for unpaid leave.

In particular, non-regular workers, such as dispatch and service, are receiving unpaid leave, where income is actually cut off.

The Ministry of Labor plans to continue to implement the employment stability package business, starting with the Rapid Paid Leave Program.

In the case of emergency job security subsidies for 93,000 people including high-level workers, we are planning to establish a separate center because it is possible that the application may be overwhelmed and the job center work may be paralyzed.

It has also been reported that the 'local employment response special support project', which provides 500,000 won per month for up to two months per month through local governments, is reported to have suffered administrative difficulties due to the large number of applicants.
