In the afternoon of March 12, the person in charge of the Complaints Department of the Jiangsu Consumer Rights Protection Commission accepted an interview with a reporter from the China News Agency that the specification clearly states that the boot-up time of all smart TVs must not exceed 30 seconds.

[Explanation] The boot-up advertisement refers to the advertisement displayed on the TV screen during the startup of the smart TV. According to the "Technical Specification for Smart TV Start-up Advertising (Draft for Soliciting Opinions)", the boot-up advertisements of smart TVs must meet the prescribed test methods and technical requirements.

In the second half of 2019, the Jiangsu Consumer Rights Protection Commission conducted a special investigation on smart TV boot ads on the market. It was found that the boot time ranged from 15 seconds to 45 seconds, and some ads were either 15 seconds or 30 seconds. Seconds, consumers did not find the close button from the beginning to the end, and some can only be closed in the last 5 seconds. We think it (the boot advertisement) actually violates the consumer's right of choice. This is very unfair to consumers. After the smart TV ad appears, a prompt window that can be closed must pop up on the screen within one second. [Explanation] It is reported that the "Standardization Law of the People's Republic of China" encourages chambers of commerce and social organizations to formulate group standards that can be quickly promoted and used, and the technical specifications of smart TV boot ads are group standards. On the eve of the formulation, a number of smart TV manufacturing companies also participated in technical discussions. In the next step, the Jiangsu Consumer Rights Protection Committee will promote the rapid promotion of this standard in enterprises and will promote the conversion into local mandatory standards.
