The conventional ruptures, which have been open to the public service since January, are very successful: almost 5,000 requests were made in just two months. If all requests can hardly receive a favorable response, this enthusiasm says all the unhappiness of certain officials.

Between 4,000 and 5,000 requests made in the past two months, according to the State Secretariat for the Civil Service. Previously reserved for the private sector, contractual breaks have been open since January 2020 to public employees, and requests are flowing. Not a week without dozens of requests for information being made, according to the entourage of the Secretary of State, Olivier Dussopt. The unions confirm, they who have not all welcomed this reform.

"Demonstration of a fed up"

On the UNSA Civil Service website, the page intended for conventional termination breaks all click records. If the government sees in it an attraction for a device that civil servants have long envied for private sector employees, the unions detect the expression of discomfort. "What I saw was the manifestation of a fed up that reached a culminating level", expresses Damien Leroux, of the CFDT. "People, for lack of hope to see things improved, decide to leave the administration saying that it will be the solution to their discomfort at work".

Not all requests can be met

"People will be disappointed," said Luc Farré of UNSA. In fact, the wait is very high and all the requests cannot be satisfied, he adds. These requests for contractual termination require the agreement of the employer. However, certain public services, such as the hospital sector, will find it difficult to let people leave with a nest egg, when they already have great difficulty in recruiting them.
