Reporter: Since 2001, our province has implemented zero-fishing measures to protect catfish. Now this work has entered the second decade. What kind of work has been done as a team of guarding "elves" and how effective are they?

He Xiaolin: In order to protect catfish, the provincial governments at all levels hold special lake closure fish breeding conferences each year to arrange the deployment of lake closure work. Departments at all levels have signed a “target responsibility letter” to ensure that all measures for lake closure fish breeding are implemented. . And actively carry out the "protection catfish" publicity month activities, through television, radio, organize personnel to go around the lake villages and communities, extensively carry out publicity and education work, create a good social atmosphere, and win the support of the majority of cadres and masses. Strengthen the supervision and inspection of the fishery administrative departments of the prefectures and counties to ensure that all protection measures are put in place. And organize various special operations to severely crack down on various illegal and criminal activities. Last year, a total of more than 1,300 catties were seized during the first illegal action to crack down on the illegal sale of catfish. In the summer special operation, 12 people were detained administratively and 13 were sentenced. He Xiaolin: In the past two years, a large number of poaching activities have decreased, but individual poaching, illegal processing and illegal sale of catfish still exist. In the punishment for poaching and illegal sale of catfish, we are sentenced according to the quantity and the crime of damaging aquatic resources. The general poaching behavior will be sentenced to several months in prison, and severe cases can be sentenced to several years in prison.

The cost of poaching is low, and it is also a feature that poachers prefer to take risks. If one hundred catties were stolen overnight and sold on the market, the profit would be several hundred to thousands of yuan depending on the size of the fish. Entering the restaurant, the profit would be even more.

Many of the arresters and illegal salespeople captured by law enforcement officers also regretted their arrests, but the high-interest trading made them punished and arrested again and again and again and again. For this group of people, we will also educate and guide them while punishing them, and educate them about the preciousness of catfish resources.

During the punishment process, we found that from theft, trafficking, and sales, some interest groups do have a black chain and a clear division of labor. For such a black chain, it will immediately strike once found.

Reporter: Why the illegal sale of catfish in Dashuiqiao and Xiananguan markets has been repeatedly banned?

He Xiaolin: The restaurant near Dashuiqiao is located between Haixi and Gonghe, far from the local fishery administration. Last year, during the peak tourist season, we conducted six or seven large inspections. In order to severely crack down on the illegal sale of catfish, we specially mobilized law enforcement officers from various counties and counties to enter restaurants for surprise inspections. In one operation, five restaurants were investigated and punished.

In the Dashuiqiao restaurant, the price of a plate of three or four small catfish is around 180 yuan. If the catfish is large, the asking price is higher. On the one hand, it is tempting benefits, and on the other hand, the requirements of tourists. The restaurant owner would rather risk selling for his own business. For this reason, some restaurant owners also hide catfish in hidden places such as cellars and kennels, which makes investigations more difficult. The illegal sale of catfish in these areas has been repeatedly driven by interests.

Reporter: What is the biggest difficulty in fighting the poaching of catfish?

He Xiaolin: In the management of Qinghai Lake, due to the large area of ​​the lake, there are fewer law enforcement personnel, which makes enforcement difficult. The total area of ​​Qinghai Lake is more than 4,200 square kilometers, and the shoreline is 360 kilometers long. There are only more than 70 fishermen in the four counties around the lake. On average, each fisherman must manage more than 50 square kilometers of lake surface and nearly 5 kilometers of shoreline In particular, during the spawning season of naked carp in Qinghai Lake, 695 kilometers around the lake are mainly spawning rivers. If naked carps are spawning in one-third of the river, more than 200 kilometers of spawning grounds need to be managed and managed. .

During the law enforcement process, law enforcement officers sometimes encounter situations of violent resistance to law, anti-tracking and night poaching, which are also difficult points in the law enforcement process. The restaurant owner also took the lead in arguing with law enforcement officials, causing many people to watch and cheat. Sometimes there are too few law enforcement personnel, and violence against the law is often encountered during law enforcement.

In winter, as the lake freezes, the roads leading to the lake extend in all directions, and it is more difficult for fishermen to defend, especially when they encounter poachers. When you go to investigate, the poachers will risk their lives and go to the center of the lake. For local safety, for the sake of personnel safety, sometimes law enforcement officers can only give up tracing. In the summer, when the poachers found the fishermen, they ran to deep water to avoid the blow.

With the intensification of the crackdown, poachers are now operating at night. Beware of night poaching becomes a difficult point in fishery administration, because night poaching is not only related to the safety of the poachers but also to the safety of law enforcement officers. Law enforcement officers only squatted in advance where the poachers appeared and stayed in the middle of the night. However, once the poachers found them, they immediately abandoned the car and fled. Because it is late at night, the probability of danger is very high.

Obsolete vehicles in the fishery administration and lack of necessary facilities are also one of the factors restricting law enforcement.
