With its new app, will the government be able to take off the personal training account? Figures released today by Dares, the statistical institute of the Ministry of Labor, show the magnitude of the task. Because three years after its launch in 2015, the personal training account was only used in 2018 by 1.7% of private sector employees. In other words, a very small share of assets.

The democratization of this CPF, another objective of the government, constitutes another challenge. Graduates of higher education are in fact the majority among users of this account, while they are a minority compared to all employees; 2.7% of executives and higher intellectual professions used their CPF, compared to 2.3% of employees, 1.1% of intermediate professions and 1% of manual workers. Engineers, managers and supervisors take advantage of these rights in particular to undergo language training, the most commonly used in the context of the CPF, before training in IT, which comes in second.

Less represented, less qualified audiences also still consume training such as Caces (certificate of skills and safe driving) or license B. In 2018, 11.7% of training related to transport, handling and shopping for employees. It is also the most frequent training among job seekers. Overall, 2.1% of people registered with Pôle emploi in 2018 also used their CPF.

A vaguely known CPF

Since 2015, cumulative, a total of 900,000 training courses have been followed through the personal training account in the private sector, and 614,000 by job seekers. This is not much, if we compare this figure to the 29.7 million working population in France in 2017. And this, even though the tool must allow its holders to be more "actors" of their professional training .

The CPF is rather well known: 57% of French people say they are aware of its existence, according to a survey published in early February by the specialized information site Center Inffo. But 81% of respondents also expect to be more informed about this account and how to use it, according to the same barometer. The other problem is that 75% of respondents declare that they do not know the amount of their rights, formerly credited in hours of training (24 hours per year) and now converted into euros (500 euros per year, 800 euros for employees with little or no not qualified, disabled people).

Significant unused amounts

Ignoring their rights or seeing no interest in them, many French people have not activated their personal training account. And this despite the sizeable amounts of rights available. In a study also published this Wednesday, the Caisse des Dépôts estimated at 2,000 euros on average the amount potentially available to employees at the end of October 2019. And for good reason: in addition to the “CPF” rights available since 2015, the majority of employees has not carried over its rights accumulated within the framework of the DIF (individual right to training), which existed until 2015. More than 1.3 million employees have even reached the maximum of their CPF rights as DIF, i.e. total of 3.240 euros of unused training rights.

Rarer long courses

With such stocks, it is not surprising, therefore, that training in languages, IT and transport are the most used within the framework of the CPF. Their average amount is indeed close to or less than 2,000 euros, according to the study by the Caisse des Dépôts, which provides data on their costs.

In order to be able to offer more expensive training, generally with a diploma, the CPF is not enough. It is then necessary to obtain the co-financing of his company or of a skills operator (Opco), but also to have the authorization of his employer for the follow-ups when these take place during working time. Hence a relatively small number (less than 10,000 per category) of training funded via the CPF in areas such as commerce, finance, human resources, accounting, or even social work ... Where for the only year 2018, 150,000 language training courses were attended thanks to the CPF.
