The government has corrected several points in its pension reform - Thierry STEFANOPOULOS-POO / SIPA

  • The deputies will examine from Monday the pension reform bill.
  • Discussions with the social partners last Thursday did not convince the reformist unions.
  • One point continues to be problematic: the consideration of all the factors of arduousness at work.

This is one of the points on which they do not want to let go. While the pension reform bill is being examined from Monday in the Hemicycle, the unions are still awaiting answers on the subject of arduousness. A text that does not include "elements on arduous work would not be fair," warns the secretary general of the CFDT Laurent Berger in the columns of the JDD published this Sunday. Those in arduous work "must retire earlier," he insisted.

On this subject, the unions have still not obtained a concession from the government, despite the discussions that continued in Matignon and gave rise to new announcements made Thursday.

Edouard Philippe announced "a real right to retraining for populations exposed to all forms of arduousness", the generalization of a systematic medical examination at age 55 and new financial means to help companies reduce the arduousness. Guarantees that are aimed at all workers with strenuous work, but also in particular those whose work involves strenuous postures, the carrying of heavy loads and mechanical vibrations.

A subject that still divides unions and employers

However, these three criteria - as well as that of chemical risks - will still not allow these same employees to retire earlier by acquiring points in their personal prevention account (C2P). This possibility was removed in 2017 by the current government, which refuses to reverse this decision. The government is content for the moment to announce the continuation of the "dialogue" on a subject which, however, continues to oppose the social partners. The bosses indeed find that it is difficult to measure the “ergonomic” arduousness individually, unlike other factors today recognized as night work. An argument refuted by the unions.

This non-response worries the trade union organizations, which have been fighting on this subject for several weeks. “Medef agrees to do arduous prevention and retraining. But not to repair the damage, "denounced Laurent Berger in the JDD. "We have the impression that the government wants to sweep away the current difficult situations," adds Pascale Coton, vice-president of the CFTC. The trade unionist is particularly concerned that if the funding conference, which takes place until April, fails, some workers suffering from unrecognized arduous working conditions will be forced to work longer than planned. The government still reserves the possibility of introducing a pivotal age from 2022 in order to balance the finances of the pension system. Hence the persistent concern of the unions.
