His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister in his capacity as Ruler of Dubai, has issued Law No. (1) for the year 2020 regarding the “Dubai Smart Department”, whose provisions are applied to the “Dubai Smart City Office”, established under Law No. (29) for the year 2015, as a government department with the legal personality and legal capacity necessary to achieve its goals, and to perform the functions assigned to it under this law and the legislation in force in the emirate, and attached to the Executive Council of the Emirate of Dubai.

The law stipulated that the name "Dubai Smart Circle" replace "Dubai Smart City Office", wherever it is mentioned in any legislation in force in the Emirate of Dubai.

Circle goals

The Dubai Smart Department aims, in accordance with the law, to enhance Dubai's position and support its efforts towards becoming a model for smart cities, and to contribute to maintaining a high level of quality in providing services to members of the community and its various groups, and to ensure the happiness and well-being of members of society, through the use of modern technologies, And to facilitate and stimulate the economic cycle in the emirate, by facilitating the exchange of transactions and data between government and private agencies electronically.

Tasks and terms of reference

The law stipulated that, in order to achieve its goals, the Dubai Smart Department will have tasks and powers that include: setting a smart transformation plan and the policies and plans supporting it, and programs and initiatives in the field of information technology, to ensure the smart transformation of government agencies, and the continuity of creativity and innovation in this field, and raising it to Dubai Executive Council for approval, overseeing all issues related to information technology, and smart transitions with government agencies, as well as overseeing the implementation of policies, strategies, projects and initiatives for smart transformation with government agencies, and developing Joint government regulations, projects, programs and applications unified management of government agencies, in a manner that supports intelligent transformation.

Partnerships and legislation

The department also specializes in contracting partnerships with the concerned authorities inside and outside the emirate, to take advantage of the best practices applied in the field of smart transformation, enabling it to support its efforts in achieving its goals and carrying out its functions, and approving plans and budgets for initiatives and projects related to smart transformation and information technology for government agencies, in addition to a proposal and review Legislation supporting the smart transformation of common government services, in coordination with the relevant government agencies, encouraging the public and private sectors to participate in smart transformation, creating and managing a central database, It contains all the information necessary to support this transformation, and to feed it with the data available to government and private agencies, in a smooth and secure manner.

Electronic portal

Dubai Smart Department establishes an electronic portal for smart applications, supervises its operation and development, and sets performance indicators related to the information technology sector, to measure the extent of commitment to applying public policies, strategies, initiatives, projects, and standards related to smart transformation, in coordination with the General Secretariat of the Dubai Executive Council And in a manner that does not contradict the performance indicators of public services and public services, and the use of resources available in Dubai to support the smart transformation process, in coordination with the relevant government agencies, and support and enable W smart services and innovative, in coordination and cooperation with the General Secretariat of the Executive Council, and the establishment of infrastructure and development in areas related to information technology, and any other duties or powers are necessary to achieve its objectives, or are mandated by the Executive Council of the Emirate of Dubai.

Director general

The law stipulated that Dubai Smart Department has a general manager, appointed by a decree issued by His Highness the Ruler of Dubai, and the general manager of the department is directly responsible before the Dubai Executive Council for the implementation of the tasks entrusted to him, according to this law and the decisions issued pursuant to it, and the legislation in force in the emirate, etc. He is assigned by the Executive Council of the Emirate.

The Dubai Smart Department, in order to carry out the functions entrusted to it under this law, shall seek the assistance of any government agency it deems appropriate, and these bodies shall cooperate fully with the Department and provide the necessary support to it.

Implementing the provisions of the law

The President of the Dubai Executive Council issues the necessary decisions to implement the provisions of this law, and Law No. (29) of 2015 establishing the Smart City of Dubai is canceled, and any text in any other legislation is repealed to the extent that it contradicts the provisions of this law, provided that the legislation and regulations continue And decisions issued in implementation of Law No. (29) of 2015, to the extent that the provisions of this law and the legislations in force in the emirate are not inconsistent, until the legislations, regulations and decisions that replace them are issued, and this law shall be enforced from the date of its issuance, and published in the Official Gazette.
