Siluanov explained the non-execution of budget expenditures by a trillion rubles


The head of the Ministry of Finance of Russia Anton Siluanov, in the framework of the Russia Calling! Forum, explained the non-fulfillment of the country's budget expenditures in 2019 by 1 trillion rubles by tightening the rules to increase the efficiency of spending.

According to RIA Novosti, at the forum, the head of the Accounts Chamber Alexei Kudrin said that the budget did not use “appropriations and appointments” for 1 trillion rubles.

“We have become tougher on spending from the budget. If advance payments were allowed before - he raised money into capital and forgot about them, now the Treasury is monitoring every ruble, and it’s impossible to get a budget ruble just like that, ”Siluanov said.

According to him, there is a “management problem”, but spending these funds would be ineffective.

“There is always a balance on the efficient use of funds and these budget execution figures. Of course, it is necessary to execute 100%, But by what means? Not caring about efficiency? I think this is also wrong, ”the minister emphasized.

As the agency clarifies, speaking earlier in the State Duma, he noted that this situation is unlikely to happen again in 2020, since the government adopted a roadmap for the distribution of transfers in the regions.

In mid-November, Kudrin announced that the Accounts Chamber was going to talk about those responsible for the inefficient use of public resources.

He pointed out that budget defaults are increasing annually.
