According to the Stability Law, when 60 days are exceeded for two consecutive months, the State is obliged to apply as a corrective measure to proceed to withhold funds to these communities and proceed to pay directly to their suppliers . The Valencian Community, governed by the socialist Ximo Puig , and that of Murcia, by the popular Fernando López Miras , are especially at risk, but any measure with Catalonia withholding funds would be especially delicate at this time.

Catalonia also stands out in another of Montero's arguments to justify the decree and it is that "there are five autonomous communities of common regime that have their budgets extended" and that, if they are not urgently updated on-account deliveries, no they would have time to articulate budgetary modifications "and would lack the capacity to face the payment of expenses related to fundamental public services, such as those related to pharmacy or dependency."

In the list of communities most benefited by the updating of these financing advances, Catalonia is first with 875 million , followed by Andalusia with 832 million and the Community of Madrid with 679 million. The total distribution to the communities exceeds 4,680 million.

According to the Montero report, there is no doubt of "the urgent need" to approve the Royal Decree.
