The electricity bill will be expensive in 11 communities as of this September. Consumers will have to pay a surcharge on their invoice to face a territorial supplement related to access tolls that was not applied in 2013.

The affected communities are Andalucía, Aragón, Principado de Asturias, Cantabria, Castilla y León, Cataluña, Extremadura, Galicia, Madrid, Murcia and Navarra . In them, consumers will have to pay the required amount at once or prorated in 12 monthly payments, depending on the amount required.

"The amounts corresponding to these regularizations will be applied in a single payment included in the first invoice provided that the total amount of the regularization for said consumer is less than or equal to two euros, not including taxes", includes the ministerial order published in the Bulletin State Officer

"In the event that the total amount of the regularization exceeds two euros, excluding taxes, it will be divided in equal parts greater than one euro by the distribution companies in the invoices that are issued within a maximum period of twelve months from of the first regularization, "he adds.

The distributors or marketers must inform consumers about the regularizations, which will be reflected in the invoice with the denomination "Territorial supplement for autonomous taxes of the Autonomous Community where its supply for the year 2013 is located".

In the event that during the regularization period there is a withdrawal of an affected supply point or change of ownership, the marketer will invoice the remaining amounts of said fractionation to the consumer in the last invoice. Also, in the event of a change of marketer, the incoming marketer will continue with the payment split schedule.

These changes are the result of a long judicial process that began in 2012. That year it was mandatory to charge citizens of these autonomous taxes for electric activity, but access fees did not reflect the difference. Therefore, the supplement was not contemplated by the Government and it was the commercialization companies that took care of it. However, these companies appealed to the Court, which eventually proved them right. The Supreme Court ruled the obligation to pay that surcharge to cover that fee that should add to the access toll an extra with regional origin and that would be paid by the users.
