According to the police radio record on the day of the disaster obtained by a media outlet yesterday (29th), a worker at the 112 Security Control Situation Room of the Seoul Metropolitan Government was aware of the situation in which reports of similar safety accidents were coming in from Itaewon and mentioned "a major accident and risk prevention case" through the radio. At 9:01 pm, the worker said to the 112 situation room in Yongsan-seo, “Additional 112 reports are continuing to come in related to Halloween.” "he said.



The Seoul Metropolitan Government 112 Situation Room classified the 112 report that came in right before the radio with this content as code zero (CODE 0, the highest level of emergency in the report response manual) and delivered it to Yongsan Seo.



The report, which came from near the alley next to the Hamilton Hotel where the disaster occurred, said that "there are too many people on the verge of a major accident" and that "people are pushed behind and there are concerns about accidents."



As such, a worker at the 112 Situation Room of the Seoul Metropolitan Government predicted a 'major accident', but the executives in charge of situation management did not report to the upper line for more than two hours.





The police received this report and requested a joint response from the fire department, but it was also unsuccessful.



At that time, the 119 situation room called the caller to ask if there was a patient who needed an ambulance, and then confirmed the answer, 'no need', and ended the call.



On the day of the disaster, there was also a circumstance that the police increased the density of the alley where the disaster occurred while pushing the crowds of people pushing out of the road to the sidewalk and controlling citizens who jaywalked.



Even though there were already several warning signs of a stampede from around 6:00 pm, the police responded in the opposite way.



Inspector Song Mo (51), head of the 112 Situation Office at Yongsan Police Station, who was at the scene, ordered, "Place about four police officers in front of the Hamilton Hotel and (send) the crowds coming out of the road onto the sidewalk."



At 8:48 pm, she said, "Please take measures to prevent people from crossing the road without permission," and repeated the same instructions two minutes later.
