The recovery area

  In principle, no sports events will be held in the administrative regions of the city where there are medium and high risk areas of the epidemic.

Under the premise of strictly implementing the city's epidemic prevention and control deployment requirements, other regions are allowed to hold sports events with a scale of less than 1,000 people (including organization service personnel and spectators); for sports events with a scale of more than 1,000 people, the sponsor must report The territorial government will organize the implementation after review and evaluation.

If the state has other regulations on international and national sports events, such regulations shall prevail.

2. Conditions that should be met for the resumption of the competition

  The organizer of sports events should obtain the consent of the competition venue, and strictly implement the risks in strict accordance with the city and district epidemic prevention and control requirements and the "Guidelines for the Normalization of the Prevention and Control of the New Coronary Pneumonia Epidemic in Beijing Sports Events (Second Edition)". Measures such as evaluation, real-name management, temperature measurement, QR code verification, nucleic acid inspection within 48 hours, and vaccination.

  Medium and high risk areas, abnormal health codes, unknown itinerary, and history of travel and residence in the county (city, district, flag) where one or more local COVID-19 infected persons are located within 7 days, and those who have not completed the "7-day centralized quarantine + 3-day home health monitoring" are prohibited ” personnel to participate.

3. Relevant requirements

  (1) Implement the responsibility for prevention and control.

All regions and units should follow the unified deployment of the state and the city's prevention and control work, strictly implement the "Quartet Responsibility", strengthen organizational leadership, conscientiously do a good job in risk research and judgment, scientifically coordinate the competition plan, and strictly follow the "Beijing Sports Events and Activities New Coronary Pneumonia". "Guidelines for the Normalization of Epidemic Prevention and Control (Second Edition)", implement various prevention and control measures, and actively and steadily do a good job in the preparation of sports events.

  (2) Adhere to territorial management.

All regions and units should further refine their prevention and control responsibilities, adhere to territorial management, increase the supervision and inspection of sports events, urge and guide event organizers to strictly implement the main responsibility for epidemic prevention and control, and conscientiously implement various prevention and control measures.

Those who fail to implement prevention and control responsibilities and measures shall be ordered to rectify within a time limit.

Those who do not implement the responsibility for prevention and control and the rectification measures are not in place, they must be dealt with in accordance with laws and regulations to ensure the safety and health of the general public in the process of participating in sports events.

  (3) Strengthen security precautions.

All regions and units should improve their political positions, strengthen bottom-line thinking, strictly implement the concept of safe production development, adhere to the problem orientation in combination with risk factors such as epidemic prevention and control, flood season, and solidly carry out safety production inspections and hidden dangers.

Establish and improve the emergency working mechanism and "circuit breaker" mechanism for sports events, strengthen emergency drills, effectively improve the level of coping with various risks, resolutely overcome luck and paralysis, and ensure the safety of people's lives and social stability and order.

  (4) Proactively disclose information.

The organizers of sports events at all levels or the organizers entrusted by the organizers must log in to the Beijing Sports Event Information Management Platform (https://www.bjcac.org.cn/) 30 days before the start of the event, and take the initiative to open the event. Basic information such as name, time, place, organizer, and organizer.

If the event is cancelled or postponed, the information will be updated in a timely manner.
