One of the most controversial issues in our League is when an action should be penalized as a hand and when it is considered involuntary and should not be penalized.

Despite hours of public debate each time one of these plays occurs, the president of the Referees Technical Committee,

, assured that both this body and the referees have "a clear criterion" and "no doubt" in the aspect of hand signaling in the area.

"With absolute resounding there is a clear criterion on the part of the CTA. This is something that we have to make very clear to both players, coaches, technicians and the general public. We have no doubt," Velasco Carballo said at the press conference held to analyze the refereeing performance in the second third of the Spanish league.

"The referees are correct in the vast majority of the actions, they know the criteria and are consistent. When they are not correct it is not a lack of criteria, they are simply mistakes, they are wrong," said the former Madrid referee, who pointed out that the idea should not be generated that there is no criterion.

"The analysis of the hands is that there has been a 93% success in 73 hand actions that we have been reviewing and five errors," he

said.

"We have made mistakes and we will continue to make mistakes. There is debate and there will continue to be debate all our life," said Velasco Carballo, who insisted that they have clear criteria and that it is "right on the vast majority of occasions", but that in certain situations controversy arises because it is a "subjective question".
