The Football Association had decided to grant 200,000 dirhams to clubs returning from withdrawal, starting from the 2016-2017 season, on a monthly basis throughout the season.

He continued: “I hope that the value of the grant will be raised to more than 200 thousand dirhams due to the increase in expenditures in general, and as it has positives, there are disadvantages that must be worked out in order to spread the desired real benefit, such as obliging the clubs benefiting from the financial grant to assign the task of training the team. The first is for a citizen coach to lead the team in the first division league, and thus two important goals are achieved by supporting the citizen coach from the club in exchange for the club's support by the Football Association, and for obliging the club benefiting from the grant not to withdraw from the tournament whenever it wants, and otherwise obligating it to pay the sums it benefited from in order to secure stability ».

He added, "I hope that there will be a committee on the part of the Football Association concerned with investment that inspects the clubs benefiting from the grant to encourage them to search for alternatives or to strengthen the budget and to encourage them not to rely on the grant." And Salem Rabie said that "it is important to encourage any financially troubled club to invest it." "Whoever tied the grant to a binding mechanism for the existence of an investment department whose task is to search for alternative returns without relying entirely on the grant."

He continued: “It is difficult for the clubs benefiting from the grant to raise their aspirations to compete to climb into the professional league as a result of their limited capabilities, which are considered one of the drawbacks that have come to the fore, so there must be an added support mechanism by granting the clubs benefiting from the grant a financial reward for the club that occupies an advanced position. ».

As for the former coach of the Emirates Tunisian Club, Noureddine Al-Obeidi, he said: “It is very important for the Football Association to conduct a comprehensive evaluation of this project in a way that paves the way for its development for the better by addressing the negatives and reinforcing the positives, including obliging the clubs that have benefited from the grant not to withdraw in the future.”

He continued: "200 thousand dirhams as an amount for the participation of the first team is not sufficient.
