  At present, there are more than 575 silver economy enterprises or institutions in Guangzhou Development Zone and Huangpu District of Guangzhou City, and the industry scale will exceed 50 billion yuan in 2023. The "10 Silver Economy Tips" released this time are guided by technological innovation to create a new ecosystem for the silver economy. It proposes to strive to gather more than 1,000 silver economy enterprises within three years and achieve an industry scale of over 100 billion yuan.

  As the country’s first district and county-level special policy for the silver economy, the “10 Silver Economy Measures” are a new component of the Guangzhou Development Zone’s “1+N” high-quality policy system. Xiong Weiguo, deputy director of the Policy Research Office of Guangzhou Development Zone, introduced that the "10 Silver Economy Tips" focus on the three key tasks of industrial agglomeration, project agglomeration and park agglomeration, and are the first to lay out a new track for the development of the silver economy in the future.

  In terms of industrial agglomeration, the focus is on the development of the medical health industry for seniors, the beauty and anti-aging industry for seniors, and the smart health care industry for seniors.

  In terms of project agglomeration, we encourage the introduction of industrial projects with overall driving and major leading effects to settle in the project, and a settlement award of up to 10 million yuan will be given. The policy also fully considers the linking and agglomeration effect of platform economy enterprises on the silver economy industry, actively introduces high-quality platform enterprises such as medical care and nursing platforms and smart health service platforms, and provides strong support for "one enterprise, one policy".

  In terms of park agglomeration, the policy aims to create a national-level silver economic and industrial park, strictly controls the "entry gate" from three aspects: industrial access, industry access, and enterprise access, and vigorously introduces science and technology, growth, and manufacturing types High-quality silver-economy enterprises focus on building the Southern Meigu Silver-Economy Industrial Park. Enterprises entering the park can receive up to 1 million yuan in support each year.

  The "Opinions of the General Office of the State Council on Developing the Silver Economy to Improve the Welfare of the Elderly" proposes to focus on the development of seven potential industries, including the manufacturing of elderly products, smart health care for the elderly, rehabilitation assistive devices, and the anti-aging industry. This is highly consistent with the economic development characteristics and industrial structure of Guangzhou Development Zone and Huangpu District of Guangzhou City.

  A strong industrial base and technological innovation capabilities are the district’s strengths. The “10 Tips for the Silver Economy” closely focus on areas such as product innovation and technological breakthroughs in the silver economy, leading industrial innovation with technological innovation to meet the diverse needs of the silver community.

  For example, in terms of encouraging product innovation, products or services selected in the "Product Promotion Catalog of Products for the Elderly" and the "Promotion Catalog of Smart Healthy and Elderly Care Products and Services" will be given support of up to 200,000 yuan per item. In addition, a RMB 5 billion silver economic industry investment fund of funds has been established, focusing on investing in innovative silver economic enterprises in the region's seed and start-up stages. In terms of encouraging technological research, science and technology projects in the silver economic field that have received project funding from national, provincial and municipal science and technology administrative departments will be provided with up to 100% funding matching, with a maximum amount of 5 million yuan in support.
