  The meeting emphasized that in the second quarter, production safety risks and flood season disasters are intertwined and superimposed, making the safety situation more severe and complex. We must always keep a clear mind, work hard to deal with major risks and hidden dangers, and concentrate on key safety prevention tasks.

  First, we must strengthen safety risk prevention and control in key industries. Focusing on promoting the implementation of the eight hard measures for mine safety, we will increase the intensity of spot inspections and exposure of illegal activities in mines that have resumed production, strengthen the connection between executions and responsibility investigations, and organize special inspections of mines and tailings ponds during the flood season. Continue to do a good job in fire prevention in "three types of places" and residential buildings, shopping malls, hotels, restaurants, scenic spots and playgrounds. Focusing on the "two key points and one major" of hazardous chemicals, we will carry out supervision and inspection of "elimination cooperation" of enterprises with major hazard sources, and urge enterprises to prepare for strong convective weather, lightning, high temperature and other preventive responses. Crack down hard and address both the symptoms and root causes of counterfeiting and selling of special operation certificates. Coordinate with relevant departments to strengthen safety supervision in transportation, construction, gas and other industries.

  Second, we must continue to do a good job in preventing and extinguishing forest and grassland fires. Focus on key areas such as the southwest and the "Three Norths", cooperate with relevant departments to conduct rolling investigations of major fire hazards such as illegal use of fire in the wild and power transmission and distribution facilities, urge all localities to play their role as forest growers, consolidate fire prevention responsibilities, and mobilize all parties to go deep into the front line , guard mountains and forests, carry out extensive safety publicity, education and training, and build a solid people's defense line against fires in forests and grasslands. The fire rescue team should pre-position forces in areas with high fire danger levels, strengthen joint logistics linkage with local teams, and ensure early and small firefighting.

  Third, we must actively prevent and respond to various natural disasters during the flood season. Urge key areas to intensify monitoring and early warning of severe weather such as heavy rainfall, thunderstorms, strong winds, and hail, and implement safety precautions in underground spaces, low-lying areas, temporary buildings, and outdoor operations. We should promptly organize and carry out pre-flood inspections in major river basins, promote local governments to promptly announce the persons responsible for flood control, comprehensively investigate and rectify hidden risks such as flash floods, geological disasters, and urban waterlogging, strictly implement the "call and respond" mechanism for early warning response, and promptly and efficiently transfer the threatened people. Strengthen earthquake trend analysis and judgment and earthquake monitoring and early warning, and urge key areas to make solid emergency preparations such as plans, teams, and equipment.
