China News Service, Hong Kong, April 7 (Xinhua) Financial Secretary Paul Chan Mo-po of the Hong Kong SAR government stated in his blog on the 7th that this year the central government proposed the development of "new quality productivity" as an important connotation and support for high-quality development. In this process, in addition to making every effort to develop Hong Kong into an "international innovation and technology center", the SAR government will also rely on a sound intellectual property protection system to give full play to its positioning as a "regional intellectual property trade center" under the "14th Five-Year Plan" and open up new development path.

Chen Maobo believes that the current global competition in the innovation and technology industry is fierce, and advanced economies are focusing on the development and breakthrough of cutting-edge science and technology, which requires a huge investment of funds and human resources in basic research, achievement transformation, innovation and application. Only with corresponding high-level legal protection of intellectual property rights can incentives be provided for research and development and application, and an environment conducive to innovation and technology can be created.

As far as Hong Kong is concerned, from 2021 to 2023, the Intellectual Property Department of the SAR Government will issue an average of more than 10,000 standard patent registrations every year, an increase of more than 50% from the average annual registration volume in the previous ten years. Chan Mo-po said that this shows that Hong Kong's upstream innovation and technology ecosystem is becoming more and more prosperous, and the market potential for intellectual property trade is huge. One of the reasons why many innovation and technology companies have settled in Hong Kong is because of Hong Kong’s protection of intellectual property rights.

"It can be said that consolidating and improving Hong Kong's intellectual property protection system and promoting the management, commercialization and trade of intellectual property can allow Hong Kong to leverage its advantages and flourish in the high value-added parts of the innovation and technology industry chain." Paul Chan believes.

He said that in order to further accelerate development in this area, the new fiscal budget has proposed a number of measures, such as preparing to establish the World Intellectual Property Organization's Technology and Innovation Support Center, etc., to accelerate the construction of Hong Kong's "regional intellectual property trade center", This will complement the development of the International Innovation and Technology Center.

Chan Mo-po added that strengthening the protection and trade of intellectual property rights will also benefit the development of Hong Kong's cultural and creative industries and help build a "Chinese and foreign cultural and artistic exchange center". The licensing business is one of the directions worthy of development.

To this end, the Hong Kong Trade Development Council is working to optimize the "Asian Intellectual Property Trading Platform" and add content related to creative property rights to promote creative copyright transactions and promote the industrialization of literary and artistic creativity, with the goal of launching it on a trial basis within the year.
