More than 20 years ago, Zhejiang was the first to encounter "growing pains." As the economy developed, how to "seek wealth" and "seek security" together has become a major issue. Faced with the constant emergence of new situations in social security and public safety amid rapid economic development, we must identify the focus between development, reform and stability. In 2004, the Sixth Plenary Session of the Eleventh Provincial Party Committee made a major strategic decision to build a "safe Zhejiang" and promote social harmony and stability.

As the spring flowers bloom, the annual "Peace" conference arrives as scheduled.
This is the "spring promise" of the Zhejiang Provincial Party Committee, the provincial government and the people of the province: to announce to the public the province's "safety" answer sheet for the previous year.
In Zhejiang, this "safety" answer sheet has been written for 20 years.
Two curves confirm the road to building a safe Zhejiang in the past 20 years
These are two eye-catching curves: one shows that various indicators such as accidents, production safety accidents, road traffic accidents, fires and other indicators are declining year by year; the other shows that the people's sense of security is increasing year by year.
One downward and one upward, two curves, are proof of the road to building a safe Zhejiang in the past 20 years.
20 years ago, it was a meeting that went down in the history of Zhejiang’s development - from May 10 to 11, 2004, the Sixth Plenary (Enlarged) Session of the Eleventh Provincial Party Committee was held. During the meeting, Comrade Xi Jinping, then Secretary of the Zhejiang Provincial Party Committee, Under the initiative of the Provincial Party Committee, the Provincial Party Committee made major strategic decisions to build "Safe Zhejiang" and promote social harmony and stability.
At that time, Zhejiang, like the whole country, was in an important period of economic and social development of institutional transition and social transformation, and various places encountered new situations and new characteristics that were different from the past. Numbers bear witness to the changes of the times: From 2004 to 2023, Zhejiang Province’s GDP increased by 7.13 trillion yuan, the total number of criminal cases dropped by 53%, and the people’s sense of security rose from lower than the national average to that of all provinces (autonomous regions and municipalities). ) top three.

Last year, at the Provincial Great Hall of the People, Guo Yunqiang, Secretary of the Dongtou District Committee of Wenzhou City, took home the first batch of the province’s “Two-Star Safety Golden Tripod” on behalf of Dongtou—the highest honor currently for the construction of a safe Zhejiang.

Twenty years ago, top leaders in many places were very anxious.
On February 10, 2004, the second session of the 10th Provincial People's Congress announced that the province's GDP reached 920 billion yuan last year, a year-on-year increase of 14%, far exceeding the national rate of 9.1%.
A few days after the "financial report" came out, a shocking fire occurred somewhere in Zhejiang, which alerted everyone.
At the beginning of the new century, four major fire accidents occurred in Zhejiang within two months. At the peak, the average daily death toll in traffic accidents exceeded 20. This is the deepest pain.
While the economy is growing at a rapid pace, why is social harmony and stability constantly challenged? Why does my sense of security decrease when my pockets are bulging?
In 2004, Comrade Xi Jinping, who was conducting intensive research at the grassroots level across Zhejiang, always had "peace" in mind.
The higher the mountain, the harder it is to climb, and the faster the car is, the harder it is to drive. Comrade Xi Jinping said that Zhejiang encountered many problems earlier than other places. The explicitness of these problems and the people's increasingly higher expectations have constituted outstanding contradictions in some aspects.
The contradiction was highlighted, but there were still many voices among party members and cadres at that time:
Some people believe that rapid economic development requires “tuition fees.” As long as the economic indicators look good, many problems can be “accommodated.”
Some people also say that if you want stability, you should develop more slowly, "don't seek merit, but seek no faults", and just be a "peace officer" during your term of office.
On January 29, 2004, at the study meeting of the Provincial Party Committee’s Theoretical Study Center Group, Comrade Xi Jinping clearly proposed the idea of building a “safe Zhejiang” for the first time.
Subsequently, the discussion and research on "Safe Zhejiang" continued to deepen. In May, the Sixth Plenary (Enlarged) Session of the Eleventh Provincial Party Committee made a decision on building a "safe Zhejiang" and promoting social harmony and stability.
"The 'Ping An' in Safe Zhejiang is not 'Ping An' in a narrow sense, but a broad sense of 'Ping An' that covers a wide range, large scale, and multiple levels of economic, political, cultural, and social aspects..." Comrade Xi Jinping said on "Ping An" The explanation of "view" is very convincing.

Shortly after the conference, the newly established Provincial Safety Office received a task from the provincial party committee: drafting safety city, county (city, district) assessment measures.
There is no precedent! Xia Aguo, then director of the Provincial Safety Office, recalled that everyone had "brainstorming" together again and again. The first draft, the second draft, the third draft... several drafts were returned by the Provincial Party Committee General Office, requiring continued improvement.
After 7 major changes and 40 minor changes, on August 16, 2004, the assessment method was finally released. 100 specific indicators have been determined around the concept of "Great Peace".
Focus on economic development with one hand and social stability with the other. The establishment of a complete set of mechanisms has enabled the construction of Safe Zhejiang to have high standards and requirements from the very beginning, and all regions have attached unprecedented importance to the construction of Safe Zhejiang.
On the desks of party and government leaders at all levels, in addition to economic reports, there are also safety reports, which are regularly analyzed and analyzed to see where things are not being done properly.
Every year, provincial leaders lead teams to various places to supervise and inspect the safety construction work of the previous year, which has become an unshakable practice. Relevant assessments are included in the cadres' term goals, and the assessment results are linked to political performance.

They believed that the pattern was not clearly drawn and that the gauze had little effect on the skirt inside and outside. They refused to redo it. The conflict intensified...
At that time, the town's Conflict and Dispute Mediation Center had just been established for a year, and Hu Yi found Wu Meili, the person in charge of the center.
After hearing about this, Wu Meili invited both parties for an interview.
"I didn't explain it clearly before making the pattern, and I didn't check it when I was making it. Then I asked the workers to redo it after all the goods were finished?" She "criticized" Lao He.
Turning around, she discussed with the workers again: "If the goods are made wrong and cannot be sold, what should you do as the boss? Can you ask the boss to make up some money and everyone can work overtime and redo it?"
"Okay!" Because she felt it was fair and just, after several mediations, both parties agreed to her plan.
Although many disputes were mediated, at that time, some people did not understand or even looked down upon the grassroots innovation "Maple Bridge Experience" attempted by the Spear Adjustment Center.
On June 2, 2004, a special visitor came to the Zhili Town Spear Regulation Center—Comrade Xi Jinping, then Secretary of the Zhejiang Provincial Party Committee.
It happened that Wu Meili was mediating labor disputes for more than 30 migrant workers. Comrade Xi Jinping stood by the door and listened carefully for a while, and also had a conversation with Wu Meili after her mediation ended.
Comrade Xi Jinping said that people's mediation for the people, resolving conflicts and promoting stability, is itself a basic task to build a "safe Zhejiang" and is also a practical action to solve the problems of the people. Party committees and governments at all levels must use reform and innovation ideas to correctly handle contradictions among the people under the new situation.
The words struck Wu Meili's heart, "Secretary Xi's encouragement gave us great motivation."
In those years, while the industry was developing rapidly, Zhili experienced many governance challenges and suffered a lot.
How to achieve “keeping major issues out of town and conflicts never being handed over”? Zhili constantly sums up experience and lessons, and in accordance with Comrade Xi Jinping’s instructions that year, we innovate governance with reform ideas. Over the past 20 years, Zhejiang has always focused on the areas of greatest concern to the public, such as social security, production safety, fire safety, traffic safety, and migrant population management, as well as the issues that the people hate, complain about, and annoy the most. It has continuously carried out special rectifications to build a safe Zhejiang.
In recent years, telecommunications and network fraud have become the type of crime with the most cases, the widest coverage, and the strongest public response. Zhejiang is one of the provinces most affected by new types of Internet-related crimes, including electronic fraud. Electronic fraud cases once accounted for more than 60% of criminal cases in the province. Through special crackdowns and governance, the growth in the number of cases will reach an inflection point for the first time in 2021.

Petition work is related to social harmony and stability and the construction of a safe Zhejiang.
In Pujiang in 2003, Lin'an in 2004, Deqing in 2005, and Qujiang in 2006, while working in Zhejiang, Comrade Xi Jinping led a team to visit a county (city, district) every year.
