The president of Castilla-La Mancha has sent a letter to Pedro Sánchez to demand "a State commitment" that implies "the guarantee of financing the extra costs" that the application of the policies promoted by the central Executive entails for the autonomous communities. . In it, Emiliano García-Page expresses his "concern" about the adoption of actions and measures "by the various governments of Spain" that have had "a clear impact" both on the money received by the regions and on additional investments. what do you have to do.

"We do not question at any time the positive effect that these decisions may have had on citizens as a whole, but we consider that the General Administration must establish all the mechanisms that guarantee that state regulations that involve increased spending or reductions in tax revenues the autonomous communities contain the corresponding assessment and do not imply a reduction in the margins of autonomy to develop their own powers," expresses the socialist baron in the letter he sent to the Moncloa Palace.

According to Page, the fact that the approval of national measures "does not entail the guarantee of sufficient financing" for the regions represents, in the case of Castilla-La Mancha, "enormous difficulties in being able to comply with the demands" derived from its powers. , such as health, social services and infrastructure. He cites as an example that the implementation of modifications by the State on taxes transferred, totally or partially, such as electricity and Value Added Tax, represent a reduction in the money received by regional governments.

"The same happens from the point of view of expenses, where the extra costs derived in the area of ​​care for people with disabilities after the application of the agreement of the Territorial Council of Social Services and the System for Autonomy and Care of Dependency are amount to more than 32 million euros until 2030; or in the field of care for the elderly, also taking into account the demographics of Castilla-La Mancha, with significant extra costs derived from the change of model that, in addition, in many cases, does not adapts to the needs of citizens," he adds.

The regional leader also points out that a "similar situation" occurs after the approval of the University System Law (LOSU), which "is entailing a very notable increase in the costs of the universities" implemented in his community and,. therefore, of the "financial obligations" that his Government has with them through the different "contracts-programs." However, being familiar with him, he immediately tells Sánchez that he knows that in the meeting he held with the rectors they had "reached a compromise" on the matter.

"For all these reasons, I ask that in the next Conference of Presidents you incorporate a point that addresses a State commitment that implies the guarantee of financing the extra costs that arise from the application of regulations or agreements of the State Administration, a commitment that must be transferred to the basic regulations of the financing system of the autonomous communities," says Page. "I have no problem delving into this topic with you or with the person you consider appropriate," she concludes.

The president of Castilla-La Mancha attaches with his letter a draft with his proposed agreement to ensure "institutional loyalty in the field of financial resources" of the regional governments.
