On the same day, the Ministry of Agriculture and Rural Affairs and the Ministry of Public Security jointly held a launch event for the special law enforcement action of the China Fishery Policy Sword 2024 Yellow River fishing moratorium in Xi'an City, Shaanxi Province. This is an important measure to implement the Fisheries Law and the Yellow River Protection Law.

　　The two departments emphasized that fishery administration and public security departments at all levels along the Yellow River must work unremittingly and achieve long-term success, and follow the unified deployment of the China Fishery Administration Liangjian 2024 series of special law enforcement action plans to achieve high-quality development, high-level protection, and high-efficiency governance. As the general requirement, and guided by cracking down on the stubborn diseases that endanger fishery development, we will solidly and effectively carry out special law enforcement during the fishing moratorium and ban on the Yellow River, and make every effort to promote ecological protection and high-quality development in the Yellow River Basin.

First, we must crack down on illegal fishing. Keep a close eye on key areas and key periods, continue to increase investment in law enforcement, and improve the quality and effectiveness of law enforcement; strengthen the connection between executions, and strengthen environmental public interest litigation and ecological damage compensation. Second, we must strengthen segmented management and control of river basins. The source areas and upper reaches of the Yellow River must strengthen full-time control and coverage, and resolutely fight a long-term battle for year-round fishing bans and law enforcement; the midstream and downstream waters must have precise control and precise positioning to accurately crack down on the "three noes" vessels involved in fishing and electrotoxic fish bombing. and other serious violations. Third, we must strengthen market sales supervision. We will fully cooperate with market supervision and other departments to trace the source of illegal catches and cut off the illegal "catching, transportation and sales" profit chain. Fourth, we must standardize fishing supervision. We should take multiple measures according to local conditions to strengthen the supervision and management of fishing activities, strictly investigate various fishing methods with prohibited fishing gear that damage aquatic biological resources, and prevent illegal fishing in the name of recreational fishing.

　　It is reported that starting from April 1, 2022, a year-round fishing ban will be implemented in the source area and key waters of the upper reaches of the Yellow River, and the fishing ban period from the Ningxia section of the Yellow River to the estuary will be extended to 4 months. In 2023, the fishery administration and public security departments at all levels along the Huangjiu Province (autonomous region) will carry out special law enforcement operations, the fishing ban will be stable and orderly, and the fishery resources will be effectively conserved. According to statistics, a total of 33,000 law enforcement officers and 11,000 vehicles (vessels) were dispatched throughout the year, a year-on-year increase of 32% and 35% respectively. The investment continued to increase; 192 illegal cases were investigated and 11 cases were transferred to judicial processing. Since then, they have dropped by 44.5% and 75.6% respectively year-on-year, and illegal and criminal activities that seriously damaged fishery resources have been effectively curbed.
